Services The Black Hills VA Healthcare System requires Fire System Repair services in accordance with the draft Statement of Work (SOW) below.  This is a sources sought looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your contact and organization information with a descriptive proof of capability to: Scott.Jensen3@va.gov on or before August 20th, 2026. Only emailed responses will be considered. Additionally, please provide answers as appropriate to the following questions in the table below with your response to this sources sought. Failure to respond to the following questions may affect the acquisition strategy.  Question # Questions Vendor Responses 1. Identify your organization's socio-economic category.  2. State whether any of the requested services may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.).  3. State if subcontracting is contemplated for this requirement, what percentage of the work will be subcontracted and for what tasks.  *If applicable, VAAR 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, will apply to the potential solicitation if set-aside for Veteran Owned Small-Businesses or Service Disabled Veteran Owned Small-Businesses.* *If applicable, FAR 52.219-14 Limitations on Subcontracting, will apply to the potential solicitation if set-aside for Small-Businesses.* Fire System Maintenance Statement of Work Bldg 568A4-26-SL002 General Description of Work This project is for the routine repair and maintenance of the Fire Suppression system in Building 3 and Building 20 at the VA Black Hills Health Care System (BHHCS), Hot Springs VA Medical Center (HS-VAMC). The work consists of repairing existing problems as identified in the attached report and then removing and replacing the failed components with in-kind replacements and testing the systems including inspecting and locating any new leaks in Bldg. 20 and Bldg. 3. Location of Work This work is entirely located on the HS-VAMC campus. The mailing address for this project is: Hot Springs VAMC, 138-HS-Engineering, 500 North 5th Street, Hot Springs, SD 57747 The physical address for this work is Hot Springs VAMC, 500 North 5th Street, Hot Springs, SD 57747 Period of Performance This work is expected to take no more than 30 calendar days, including all lead times on equipment and material. General Requirements Contractor personnel are required to have the VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or the Use of VA Sensitive Information (Course ID 20939, attached) and Infection Control (ICRA) training within the previous year of the start date of the NTP and will be required to attend a Patient Privacy/Information Security briefing prior to starting work. This briefing will take no more than 30 minutes. The briefing may be combined with the initial on-site pre-work meeting. This training is in addition to the applicable OSHA safety and task training appropriate for this work. See also Contract General Requirements section. General Project Information This work will consist of indoor and outdoor locations. All indoor locations will require pre-arranged access as they are in secure buildings and rooms. In the two buildings a sum total of approximately 55 feet of pipe will be needed to replace compromised pipe. One air compressor, already purchased and furnished by the government, is to be installed onto the system in Bldg 20. Two damaged sprinkler heads are to be replaced. Deliverable(s) Replace approximately 55 feet of fire sprinkler pipe in kind with new schedule 7 or schedule 10 fire sprinkler pipe as appropriate for size and location. Replace 2 damaged fire sprinkler heads in kind with new. Remove and replace existing compressor in building 20 with new compressor furnished by Government. New compressor is same type and configuration as existing and should drop right into place without major work or adjustments. Marking instructions: Newly installed pipe and fittings shall be marked with a permanent mark on a permanently affixed tag as close to the repair as possible and in plain view. Any newly installed length of pipe or new fitting, etc., shall be marked with the specification for the replaced part/component including basic details, the date (mm/dd/yyyy) of replacement and the project number PN568A4-26-SL002 for this project under which the work was performed. Sprinkler head tags shall be mounted on adjacent connecting pipe. All tags shall be installed so as not to interfere with function or maintenance of the installed item or system. Performance Standard All items of this contract shall be complete and tested according to applicable codes and standards normal for this work, and ready for use at the end of work. The contractor is responsible for broken or missing tiles as well as other drop ceiling damage caused during this work. The work areas shall be cleaned and free of dirt, debris and residue from the work at the end of each work day.
