Enclosed is the Statement of Work/Request for Quotation (SOW/RFQ) for a nationwide public awareness campaign on AI-enabled fraud and online scams. If you would like to submit a quotation, complete the required portions of the attached document, to include: Standard Form 18: block 11e & 11f – Price; block 13, 14, 15 and 16 - Bidder’s information Pricing as required in the Reques for Quotation (RFQ) part C Detail technical proposals providing complete responses to all items identified as “Required in the proposal” in the RFQ NDAA certification as notified in FAR provision 52.240-90; Registration for System for Award Management (SAM). Submit the package electronically to HanoiGSOProcurement@state.gov on or before the deadline of August 24, 2026; at 5:00 local time. The U.S. Government intends to award a contract/purchase order for each requirement to the responsible company submitting an acceptable quotation at the lowest technically acceptable price. Quotes must be valid for a minimum of 120 calendar days. We intend to award a contract/purchase order based on initial quotations, without holding discussions. Although we may hold discussion with companies in the competitive range if there is a need to do so. Bidders are required to be registered in the System for Award Management (SAM) at the time of quotation submission and must include Unique Entity Identifier (UEI) number. SAM registration information is available at https://sam.gov/content/home . If you don’t have a SAM record please find the attached instruction, or contact the American Embassy GSO Procurement Section at HanoiGSOProcurement@state.gov for assistance. Bidders are required to be registered in SAM at the time their quotation is submitted. Please email any questions regarding this request to HanoiGSOProcurement@state.gov on or before August 10, 2026 at 17h00 local time. Questions submitted after this time will not be answered.
