Statement of work, as posted

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. There is only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with IPG Photonics Corporation (IPG), in accordance with 41 U.S.C. 1901 as implemented by FAR 12.102, for the procurement and installation of high-power continuous wave (CW) lasers. This brand-name requirement is deemed available only from the manufacturer, IPG, as market research has determined that IPG is the only manufacturer capable of meeting the Government's highly specific and critical technical requirements. This notice is being posted to meet the requirements of FAR Subpart 5.2 and DFARS 206.302-1(c)(2). A solicitation will not be posted; however, any vendor that believes it can meet this requirement may give written notification to the Contract Specialist and Contracting Officer within 10 days of the publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to provide comparable items that meet all specifications. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. However, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Specifications: - YLS-50000; Qty. 1; 50kW, CW 1um water-cooled laser system, 150 um fiber core, 25m delivery fiber length, HLC-16 connector; 3-year warranty - CDK4SW20XXH2XAXU; Qty. 2; D85/F200 HLC-16 high power collimator - YLR-8000-SM; Qty. 1; 8kW Single-mode CW fiber laser, 3m cable length, HLC-16 connector; 1-year warranty - CDK5MS20XXH2XAXU; Qty. 1; D60/F200 HLC-16 high power collimator - Installation; Qty. 1; Installation of all required parts The 50 kW laser requirements are: Multi-mode beam quality of up to 15 mm*mrad beam parameter product Delivery fiber length of > 10 m Low power “alignment/guide” co-linearly propagating low power laser in the visible spectrum (400-800 nm) Controllable over ethernet Power stability 3 m Low power “alignment/guide” co-linearly propagating low power laser in the visible spectrum (400-800 nm) Controllable over ethernet Power stability < 5% over hours Fast switching ON/OFF 10%/90% < 100 ms Eye safe (< mW) guide/alignment laser in visible spectrum (400-800 nm) Water compatible chiller system < 25 kW required chiller cooling capacity < 10 gpm required chiller water flow < 50 kW power consumption Temperature operation range up to 40 C Collimated beam diameter of < 2 cm The fibers shall be coupled to a fiber collimator that has a short enough focal length (< 300 mm) that the Government can produce a collimated beam of the required size. The fiber must be coolable with a water chiller and stable over ~hour duration beam loads of 50 kW and 8 kW, respectively.
