The U.S. Army Corps of Engineers (USACE), Norfolk District (NAO) is hosting a VIRTUAL Industry Day event on Thursday 27 August 2026, from 11:0 a.m. to 12:00 p.m. (EST) for Architect-Engineer industry contractors interested in the future Architect–Engineer (A–E) Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) that will contain and combine BOTH Civil Works and Military Construction (MILCON) missions into a single unrestricted contract vehicle contract. Pre-registration is required for this VIRTUAL event. A virtual calendar invite will be sent to registered participants prior to the event. There is no solicitation at this time. The event is neither a marketing opportunity for businesses, nor will it promote upcoming projects. Background: Multidiscipline Design and/or other Engineering Services are being procured in accordance with the Selection of Architects and Engineers Statute (PL 92-582, formerly known as the Brooks A–E Act), 40 U.S.C. Chapter 1101 et seq., as implemented by FAR Part 36.102. These services are required for design support primarily for projects within or assigned predominantly to the Norfolk District’s (NAO) Area of Responsibility (AOR), U.S. Army Corps of Engineers (USACE), but could also be used within the North Atlantic Division (NAD) AOR. Contract capacity may be shared with other Department of War Agencies or USACE Districts upon approval by the Contracting Officer and acceptance by the Contractor. This MATOC will support the Norfolk District and all its programs. This proposed contract is being solicited on an unrestricted basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330, Engineering Services. The size standard is $25.5 Million. The Government seeks the most highly qualified (MHQ) firms for this contract to perform the required services, based on the competence and qualifications demonstrated, in accordance with the selection criteria as specified in this notice. This MATOC IDIQ will replace the six multidiscipline multiple award IDIQ contracts, which were procured through a full and open competition awarded in June 2022. Project Description: The A–E MATOC IDIQs will provide a broad range of services, within the range of A–E Services, as defined by 40 U.S.C. 1101 and FAR 2.101. The services include but are not limited to a broad variety of minor to major repair, modification, rehabilitation, alternatives, and new construction projects primarily in support of the Civil Works Program, Department of War, and associated Agencies. The type of work performed will be for secure and non-secure sites and will include planning, programming, feasibility studies, geotechnical investigations, permitting, charrettes, master planning, engineering studies, design services, estimating, surveying, site/field investigation, CADD drawing and document preparation and review, design review, operability and maintenance review of designs, Construction Phase Services (CPS), commissioning, studies, and reports. Crucially, the scope bridges two major mission areas: • Civil Works and Coastal Storm Risk Management Programs: Services will include (but are not limited to) pump stations, surge barriers, tide gates, and comprehensive structural and non-structural flood mitigation strategies. • Military Construction (MILCON): Services will include (but are not limited to) facility maintenance such as repair, remodeling, renovation, demolition, infrastructure, interior fit-up, and new construction; physical security and counter-terrorism (including weapons of mass destruction) force protection, fire protection, and communications for military and other non-military government agencies. All work will be performed by or under the direct supervision of licensed Registered Architects or Professional Engineers. The work required extends beyond a single project effort, in that it involves planning, design, scheduling, management, coordinating, investigating, and CADD support for a fluctuating flow of simultaneous, though unrelated, delivery orders.
