Statement of work, as posted

Contractor shall provide all labor, supervision, equipment, and material necessary for the demolition of 03 Handicap ramps and 02 steps with landings and for the construction of 03 new handicap ramp and 02 steps and landing made of wood structure and railings with composite decking located at USCG Base Portsmouth, Portsmouth VA 23703. See attached Statement of Work. This procurement is 100% set-aside for Small Businesses using NAICS code of 238350 and size standard of $19.0M. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by 12:00 PM NOON Eastern Time on 21-AUG-2026 via email to Jackson.A.Wysor2@uscg.mil and to Frank.R.Burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON 19-AUG-2026. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 18-AUG-2026, 10:00 AM at USCG Base Portsmouth; 4000 Coast Guard Blvd, Portsmouth, VA 23703. Interested parties must arrange site visits with Nathan C. Chappell, 443-944-6728, Nathan.C.Chappell@uscg.mil a minimum of three (3) days in advance. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.
