The U.S. Embassy in Panama has a requirement to procure Handheld Narcotics Detection System. Please note that this is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is 19PM0726Q0020 and is issued as a Request for Quotation (RFQ). REQUIREMENTS – OVERVIEW Partial offers are not accepted. Offerors must quote all required items and quantities. Brand Name or Equal: Equal products must meet or exceed the required specifications. Technical Documentation: Equal products must include the manufacturer, model number, and supporting technical documentation. Product Condition: Items must be new, unused, authentic, and in original manufacturer packaging. No refurbished, used, reconditioned, or grey-market products. Local Warranty: All items must include a manufacturer’s standard warranty valid in the Republic of Panama and supported locally. Offerors shall provide the warranty terms, coverage, duration, and expiration date. Delivery: Offerors must state the proposed delivery schedule for all items. Basis of Award: Award will be based on Best Value to the Government, considering technical compliance, delivery, local warranty, and price. Government Rights: The RFQ does not obligate the Government to make an award and may be canceled in whole or in part. System for Award Management (SAM) Registration: In accordance with FAR 52.204-7 and FAR 52.204-13, offerors must be registered in the System for Award Management (SAM), https://www.sam.gov, at the time of offer submission and at the https: Offerors shall provide their Unique Entity Identifier (UEI) and, if awarded a contract, maintain an active SAM registration with current and accurate information throughout contract performance and through final payment. SUBMISSION REQUIREMENTS: Offers must be submitted electronically via email to INLProcPanama@state.gov no later than 3:00 PM (Local Time), August 27, 2026. All responsible sources may submit a quotation, which will be considered by the Government in accordance with the terms and conditions of this solicitation. Any questions or requests for clarification regarding this solicitation shall be submitted in writing to Claudia Burke via email at INLProcPanama@state.gov no later than 1:00 PM (Local Time) on August 6, 2026.
