Dear Prospective Quoter: Subject: Request for Quotations No. 19SN1026Q0026 Enclosed is a Request for Quotations (RFQ) for the purchase of one new executive sedan, brand name or equal to the Mercedes-Benz S 450 L 4MATIC, for the U.S. Embassy in Singapore. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit your quotation by the date and time specified below. The U.S. Government intends to award a firm-fixed-price contract to the responsible Quoter submitting the lowest-priced, technically acceptable quotation. The Government intends to evaluate quotations and issue the purchase order based on the initial quotations without conducting discussions. The Government, however, reserves the right to conduct discussions or request clarifications if the Contracting Officer determines they are necessary. The vehicle must be fully eligible for importation, diplomatic registration, and lawful operation in Singapore. The exact vehicle configuration offered must comply with all applicable Singapore Land Transport Authority and National Environment Agency requirements, including applicable safety, emissions, testing, certification, homologation, equipment, and registration requirements. The vehicle must be factory-configured as right-hand drive. Compliance with U.S. federal or state vehicle standards alone does not satisfy this requirement. Quoters, particularly those located outside Singapore, are responsible for verifying before quotation submission that the exact vehicle offered can be imported, certified, diplomatically registered, warranted, and lawfully operated in Singapore. A general statement that the vehicle “can be imported” or “will comply” is not sufficient. Quoters must provide the technical information and supporting documentation required by Sections 1 and 3 and Exhibit A. Only a complete, compliant, diplomatically registered, and legally operable vehicle will be accepted. Quoters should carefully review DOSAR 652.242-73, Authorization and Performance. The resulting Contractor, and any subcontractor or joint-venture partner actually performing work, must possess the authorizations, licenses, and permits required to conduct business and perform the contract in Singapore. The Contractor must comply with all applicable Singapore laws and regulations during performance. Quoters are responsible for determining these requirements before submitting a quotation. The solicitation permits two methods of supply: purchase through an authorized Singapore vehicle dealer or direct importation into Singapore for the U.S. Embassy. The quotation must clearly identify the proposed method of supply and the identity and role of every dealer, distributor, exporter, importer, freight forwarder, declaring agent, testing facility, registration agent, and other service provider. The quotation must also identify the entity that will invoice the Embassy and explain how the applicable diplomatic tax and duty exemptions will be obtained. Quoters must not propose an intermediary resale or another transaction structure prohibited by Section 1 of the solicitation. Regardless of the proposed method, the resulting Contractor remains fully responsible for all required importation, regulatory compliance, diplomatic registration, delivery, and acceptance requirements. Submit your electronic quotation with the subject line “RFQ for Purchase of One Passenger Vehicle” to SGProcurementRFQ@state.gov no later than 4:30 p.m. Singapore Time on August 31, 2026. Quotations must be in English. Incomplete quotations may be found technically unacceptable or otherwise ineligible for award. Files must be submitted in Microsoft Word, Microsoft Excel, or Adobe PDF format. The total size of the attachments to any single email must not exceed 30 MB. If the quotation exceeds this limit, it must be divided among separate emails, each containing attachments totaling less than 30 MB. Each email must use the required subject line and be clearly numbered, such as “Email 1 of 3,” “Email 2 of 3,” and “Email 3 of 3.” All parts of the quotation must be received by the submission deadline. A complete quotation must include the following: SF-1449 Section I, Pricing Section 5 Representations and Certifications Additional information as required in Section 3 Proof of SAM Registration Quoters must be registered in the System for Award Management at https://www.sam.gov when submitting a quotation and must remain registered through award, performance, and final payment, as required by the solicitation. Quoters that are not registered should begin the registration process immediately and allow sufficient time for processing. Failure to maintain the required registration may make a Quoter ineligible for award.
