Yellowstone National Park - Fiber Broadband to Bridge Bay, Lake, Fishing Bridge, and Canyon - Fiber Internet Services The National Park Service is seeking a provider to deliver broadband internet services and dark fiber connections to support local area networks at designated locations within Yellowstone National Park. The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the SAM.gov website. The entire solicitation package will be available in Adobe PDF. Paper copies of the solicitation when issued will not be made available. Vendors can search for opportunities and award history on SAM.gov without registering. The SAM.gov website has an Interested Vendors List and a Watch list where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are asked to register for this project at the website to ensure they are notified of amendments and other changes to the synopsis or solicitation documents. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. The System for Award Management (SAM) is an on-line Internet system. Using SAM, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This site benefits the contractor by allowing them to maintain an accurate and complete record. The SAM site can be found by going to http://www.sam.gov. If you need technical assistance with SAM.gov, go to the SAM Home Page and click on the Help link. You are required to have a UEI number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Solicitation Proposed Issue Date: Estimated issuance on or after August 15, 2026. Title of Project: Yellowstone National Park (YELL) - Fiber Broadband to Bridge Bay, Lake, Fishing Bridge, and Canyon The National Park Service is seeking providers to deliver broadband internet services and dark fiber connections to support local area networks at designated locations within Yellowstone National Park. The selected provider must possess the ability to construct several miles of underground fiber optic connections, extending from a common demarcation point to specific NPS facilities, to support these services. The selected provider must provide key personnel who are regularly and professionally engaged in the business of the application, installation and testing of the specified telecommunications systems and equipment. There may be one key person, or more key people proposed for this solicitation depending upon how many of the key roles each has successfully provided. Each of the key personnel shall demonstrate experience in providing successful telecommunications systems within the past 3 years. Submit documentation for a minimum of three and a maximum of five successful telecommunication system installations for each of the key personnel. A right of way (ROW) permit is required any time that a service provider builds or installs a utility on NPS lands. Projects including broadband equipment, such as telecommunication sites, microwave, and fiber optic, require a ROW permit as well. A ROW permit is required prior to beginning work. A ROW is issued by the National Park Service (NPS) and it allows a utility to pass over, under, or through NPS property. The permit may be issued only pursuant to specific statutory authority regardless of whether the equipment is serving the NPS and its visitors or crossing the park to reach other communities. Offeror must be able to obtain and maintain a valid right of way or other permit conveyance to operate equipment in the National Park. ANNUAL WORK PLAN: The Park Superintendent, and/or her/his representatives shall receive in writing from the Contractor by April 1st of each year, a plan(s) for any maintenance, vegetation management, or work activities or projects to be carried out in that current calendar year in the approved right-of-way (¿Work Area¿) or authorized ingress/egress routes. Location of Work: Yellowstone National Park, Teton County, Wyoming, USA Type of Procurement: A negotiated firm-fixed contract will be awarded in response to the solicitation. The government will consider an offeror's technical capability in comparison to its price. Project Magnitude: Between $500,000.00 and $1,000,000.00 Time for contract completion: The period of performance will start on approximately October 2026 and be completed by approximately December 2026. This procurement is being solicited unrestricted (not set aside). The small business size standard for NAICS 237130 is $45 million.
