FEMA GPATS BPA (eBUY RFP1824555; DHS APFS F2025069802)

Department of Homeland Security · Federal Emergency Management Agency · PREPAREDNESS SECTION(PRE20)
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

THIS IS A GSA EBUY RFP1824555 AVAILABLE AT HTTPS://WWW.EBUY.GSA.GOV. THIS REQUIREMENT IS BEING SOLICITED UNDER THE GSA PROFESSIONAL SERVICES SCHEDULE FOR THE PROVISION OF GRANT PROGRAMMATIC, ADMINISTRATION, AND TECHNICAL SERVICES (GPATS) ON BEHALF OF FEMA'S GRANT PROGRAMS DIRECTORATE (GPD). A COMPLETE GSA SOLUTION IS REQUIRED. COMPETITION IS LIMITED TO OFFERORS THAT ARE CURRENT SBA-CERTIFIED 8(A) PROGRAM PARTICIPANTS AS OF THE PROPOSAL DUE DATE, HOLD AN ACTIVE GSA MAS CONTRACT UNDER THE APPLICABLE SIN COVERING NAICS 541611, AND QUALIFY AS SMALL BUSINESS UNDER NAICS 541611. IN ADDITION, THE OFFEROR’S ELIGIBILITY UNDER APPLICABLE SBA AND GSA MAS 8(A) REQUIREMENTS MUST SUPPORT THE ISSUANCE OF COMPETITIVE 8(A)-CREDITABLE ORDERS THROUGH SEPTEMBER 29, 2031. THE GOVERNMENT RESERVES THE RIGHT TO VERIFY AN OFFEROR’S 8(A) PROGRAM STATUS, MAS 8(A) POOL ELIGIBILITY, APPLICABLE SIN, AND SIZE STATUS WITH SBA AND/OR GSA PRIOR TO AWARD. PER RFP SECTION E.2.C.VOL2: COPY OF THE OFFEROR’S REPRESENTATIONS, CERTIFICATION, AND OTHER STATEMENTS OF OFFERORS OR CERTIFICATION STATEMENT THAT ALL DATA IN SAM.GOV IS CURRENT/VALID. AN 8(A) MENTOR-PROTÉGÉ JOINT VENTURE IS NOT INELIGIBLE SOLELY BECAUSE GSA ELIBRARY DOES NOT DISPLAY AN 8(A) MAS POOL DESIGNATION, PROVIDED THE JV OTHERWISE SATISFIES APPLICABLE SBA/GSA ELIGIBILITY REQUIREMENTS. AS MENTIONED, OFFERORS MUST SUBMIT THE DOCUMENTATION REQUIRED BY SECTION E.2.C, VOLUME II. THE GOVERNMENT MAY REQUEST ADDITIONAL DOCUMENTATION OR OBTAIN SBA/GSA VERIFICATION AS NECESSARY TO CONFIRM ELIGIBILITY. THE GOVERNMENT ANTICIPATES A SINGLE AWARD GSA/BPA FOR GRANT PROGRAMMATIC, ADMINISTRATION, AND TECHNICAL SERVICES (GPATS) ON BEHALF OF FEMA/ GRANTS PROGRAM DIRECTORATE (GPD).
