Statement of work, as posted

The Department of Energy (DOE), Southeastern Power Administration (Southeastern), has a requirement for financial audit services for the Office of Inspector General (OIG) to perform the financial audit of the Southeastern Federal Power Program (SeFPP) combined financial statement for fiscal year (FY) 2026. There will be one Firm Fixed Price Task Order award made as a result of this Request for Quotation (RFQ). This Task Order will consist of a one-year base period and four one-year option periods. An award will be made in accordance with FAR Subpart 8.4, GSA Schedules, and more specifically from their GSA Multiple Award Schedule for Professional Services – Financial Services, Category 541211. Quoters shall submit three (3) volumes: Other Documents, Technical Proposal, and Price quote. Instructions on preparation of these documents can be found in attachment 4. Evaluation criteria information is in attachment 5. QUOTATION SUBMISSION ALL QUOTATIONS must be received by Southeastern VIA EMAIL OR MAIL NO LATER THAN SEPTEMBER 8, 2026, AT 3:00 PM EDT. It is highly recommended that vendors submit their quotations at least four (4) hours prior to the closing date and time. QUESTIONS Questions regarding this requirement must be submitted via email by 3:00 PM EDT on August 21st, 2026. Questions received after the above date and time or transmitted by any other method other than email (unless authorized by notification from the Contracting Officer) may not be answered. The Government shall not respond to questions submitted by telephone, or in person at any time. Quoters are encouraged to periodically check SAM.Gov to ascertain the status of any amendments and review the answers to questions, as hard copies will not be distributed. Your firm is solely responsible for all bid and proposal costs. This request does not commit the Government to award a Task Order nor to pay for costs incurred in the submission of a quote. In order to be eligible for award, the Contractor must be registered in SAM.gov at the time of award with a with their very own Unique Entity ID.
