Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

NOTICE: No contract shall result from this agreement. Accepting the terms and conditions of this agreement will allow the contractor to be considered for Task Order (TO) award. The 31st Contracting Squadron (31 CONS) at Aviano Air Base, Italy, is establishing the Engineering Assistance and General Labor Enablement (EAGLE) program through a Construction Basic Ordering Agreement (BOA) program. If interested please review the attached requirements and submit the necessary documentation to become an approved BOA holder. Program Overview This BOA will be utilized to execute a broad range of maintenance, repair, alteration, and minor construction projects at Aviano Air Base and its Geographically Separated Units (e.g., Ghedi). Scope of Work: Projects may include demolition, site work, concrete, masonry, electrical, mechanical (HVAC), plumbing, painting, flooring, landscaping, and general contracting work. Order Limitations: Individual Task Orders issued under this agreement will not exceed $350,000.00 USD (~299.000,00 EURO). Agreement Type: Please note that a BOA is a written instrument of understanding and is NOT a contract. A binding contract is only established upon the issuance and acceptance of a specific Task Order. Pay special attention to the base access, security, and superintendent requirements necessary to operate on Aviano AB. Company capability statement detailing your experience with the trades listed above. Sign attachments Once we review your submission, we will contact you to finalize the agreement. If you have any questions regarding the terms or the submission process, please contact us directly at cesar.becerra.1@us.af.mil and sara.giacomello.it@us.af.mil. *This BOA will remain open for its entire lifecycle, you may submit at any time as this is just an agreement, however, until you are a BOA holder, your company will not be considered for any task order that may come from this.

Ambiguities and requirements worth clarifying, written as questions you can send before the deadline.

Emails open in your mail client and are sent from your address, so the reply comes back to you and the exchange stays yours. Confirm the correct channel and any question deadline on the notice before sending — many solicitations require questions in a specific way.
