The U.S. Embassy Ankara invites your firm to submit an offer for the renovation of the existing kitchen cabinets, countertop, sink, faucet, backsplash/wall finish, and related accessories at the Deputy Chief of Mission Residence. The enclosed solicitation is a noncommercial, firm-fixed-price construction acquisition using simplified procedures and SF 1442. The Government intends to award one contract to the responsible offeror submitting the lowest-priced technically acceptable offer. Award may be made on the basis of initial offers without exchanges. The Government may conduct clarifications or other exchanges when determined necessary under simplified procedures. Electronic Submission - Version B Your complete offer must be submitted electronically to ankara-gso-procurement-dl@state.gov no later than 13:00 Ankara local time on August 27, 2026. Offers received after the deadline may not be considered. The email subject line must identify “19TU1526Q3003 - DCMR Kitchen Cabinet and Countertop Renovation.” Electronic files shall be submitted in searchable PDF, Microsoft Word, or Microsoft Excel format. Each email shall not exceed 30 MB. If necessary, divide the submission into consecutively numbered emails, each less than 30 MB, and ensure all parts arrive before the deadline. Site Visit and Questions The organized site visit is scheduled for August 12, 2026, at 14:00 . Participants will meet at DCMR - Paris Caddesi No. 72, Ankara . Attendance is strongly encouraged. Submit attendee names and identification information to the procurement email in advance for access coordination. Turkish citizens are required to provide their archived criminal record certificates and front-and-back copies of their identification cards. Questions are due by 16:00 on August 14, 2026, to the procurement email. The Government intends to issue written responses by August 19, 2026. Oral explanations are not binding. Required Offer Package • Completed SF 1442 Offer section, including signature and amendment acknowledgments; • Completed Section A pricing and Attachment 4 price breakdown, with prices stated in U.S. dollars and excluding VAT; • Technical/management offer addressing the requirements in Section J and the Attachment 6 compliance schedule; • Comparable experience and past-performance information; • Proposed personnel and employee list for security screening; • Entity identification and all Section L representations and certifications; and • Confirmation of ability to obtain required insurance and alternative payment protection. Incomplete offers, material exceptions, conditional pricing, or failure to demonstrate technical acceptability may result in the offer being excluded from further consideration. Offers must remain valid for at least 60 calendar days after the due date. Please review the entire solicitation carefully. The Statement of Work, technical specifications, approved-submittal requirements, occupied-residence protections, schedule, and security/access requirements are material obligations.
