This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice. Solicitation number 70Z03826QE000053 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification System (NAICS) code is 519290. The small business size standard is 1,000 employees. This is an unrestricted requirement. It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this solicitation for multi-user subscription access to English-language technical specifications and standards, such as engineering drawings, safety requirements, and performance specifications, from a variety of publishers. Attachment 1 – Requirements and Instructions to Offerors fully details the Government’s requirements and instructions to offerors. Attachment 2 – List of Required Standards by Publisher provides the full list of sixty-eight (68) publications required by the USCG.
