PRE-SOLICITATION NOTICE B2472 Kitchenette Installation W911SG-26-B-A007 The mission and Installation Contracting Command (MICC)- Ft. Bliss, TX intends to issue an Invitation for Bids (IFB) to award a single firm-fixed-price contract to install new kitchenettes at each level at Building 2472. The scope of work for this project on the first floor includes the installation of a new kitchenette including new finished metal stud walls to deck, removal and replacement of ceiling tiles, new base and wall cabinets, countertops and tile backsplash, new resilient wall base, removal and replacement of mini blinds, new plumbing work above the ceiling and below the floor to the basement for new sink faucet and waste disposal, new range hoods through wall exhaust duct and vent, new electrical panel, wiring and conduit. Work on the second and third level existing kitchenettes includes sanding and staining of existing wall and base cabinets, new cabinet hardware, new countertops, removal and replacement of mini blinds, removal and replacement of kitchen sink, faucet, new waste disposals, removal and replacement of electric drinking fountains with bottle filler, removal and replacement of resilient wall base and new paint. Work is located within the Fort Bliss TX Installation. The contract duration is 180 days after notice to proceed. This project is a Service-Disabled Veteran-Owned Small Business set aside. The North American Industry Classification System (NAICS) code is 236220, with a size standard of $45,000,000.00. The magnitude of construction is between $250,000 and $500,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states, “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded.” The tentative date for issuing the solicitation is on or about 23 July 2026. The tentative date for the pre-bid conference is on or about 30 July 2026, 09:00 AM MST, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions from the pre-bid conference must be submitted by 06 Aug 2026 via email to cuong.m.tran5.mil@army.mil. The bid opening date is scheduled for on or about 25 Aug 2026. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM) at the time of bid submission in accordance with RFO FAR 4.203-1(b). To register, go to www.sam.gov.
