PRE-SOLICITATION NOTICE Wireless Hardware Germany – 2nd Theater Signal Brigade This is a pre-solicitation notice in accordance with the Revolutionary FAR Overhaul (RFO) Part 5.101 and is not a request for proposals. This notice does not constitute a solicitation, request for proposal, or commitment by the Government. No contract will be awarded from this announcement, and all information is subject to modification and is in no way binding on the Government. 1. Description of the Requirement The United States Government is seeking qualified sources to provide wireless hardware to include smart phones and mobile routers to end user units, located in Germany. The Government intends to award a contract for these services through the established Blanket Purchase Agreement (BPA) holders on the European Theater Wireless BPAs and in accordance with RFO Part 12 procedures. It is anticipated award will be made no later than 30 September 2026 to the lowest price BPA bidder that is most advantageous to the Government. 2. Scope of Work The selected vendor will be responsible for providing an estimated 200 items of wireless hardware, including but not limited to smart phones and mobile routers. 3. Vendor Requirements Interested parties must meet the following minimum requirements: Section 889 Compliance: Vendors must be in full compliance with Section 889 of the National Defense Authorization Act for Fiscal Year 2019, which prohibits the use of certain telecommunications and video surveillance services or equipment. Delivery: Must be able to deliver to Germany within 7 business days. 4. Disclaimer This notice is for informational purposes only. The Government will not be liable for any costs incurred by any interested party in preparation for or in response to this notice. 5.
