Washington Headquarters Services (WHS) Acquisition Directorate (AD) is releasing this solicitation electronically only, via a request for proposal (RFP) on Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (https://piee.eb.mil/) with a notice and link transmitted to www.sam.gov for Publications Oral History and Research Assistant Support Services. This electronic version of the Request for Proposal (RFP) is the official version for this acquisition. No hard copy of this solicitation will be issued. Offerors will be notified of any and all applicable amendments to this solicitation electronically via PIEE. Offerors shall submit their proposals electronically via PIEE Solicitation Module. Any proposal received outside of the PIEE Solicitation Module will not be considered and will not be evaluated. Any proposal received after the due date and time specified for receipt will be considered late and will be rejected. The Government anticipates award of single award contract to the responsible Offeror that submits the offer that is most advantageous to the Government based upon the evaluation factors discussed in this RFP. This solicitation is a 100% set aside for small business concerns under NAICS code 541720 Research and Development in the Social Sciences and Humanities. The Government intends to award without discussions but reserves the right to conduct discussions if determined to be in the Governments best interest.
