Request for White Papers for the Organic Counter Small Unmanned Aircraft System (O-CsUAS) Dismounted Sensor System. The intent of this invitation letter is to request respondents to provide solution papers on sensor systems that can provide self-defense for dismounted Marines. Access to the Request for White Papers and its attachments can be requested via the PIEE Solicitation Module at piee.eb.mil. A registration guide for contractors on how to set up accounts in PIEE as well as accessing the PIEE Solicitation Module has been posted to the Defense Pricing and Contracting website at: https://www.acq.osd.mil/asda/dpc/ce/cap/docs/piee/PIEE_Solicitation_Module_Vendor_Access_Instructions.pdf. The requests for these documents can be requested at any time prior to solution paper submission, but as part of the request, the respondent must provide its CAGE Code to be granted access. Once the Government verifies that the respondent holds an active registration in SAM.gov with no active exclusions, the documents will be provided to the requester no later than close of business the following day of the request provided the requester is a U.S. citizen. The requests of all foreign parties will be required to go through the foreign disclosure process for release authorization. Those foreign entities requesting access to the CUI documents must submit a request via email with their company CAGE code, country of origin and to which specific documents they would like access. The respondent must be registered in the System for Award Management (SAM) database. Lack of registration in the SAM database will make an offeror ineligible for award. Contractors may obtain information on registration and annual confirmation requirements at https://sam.gov.
