This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation Number 140D0426Q0825 is hereby issued as a Request for Quote (RFQ) for replacement of the terra cotta tile roof and the repair, conservation, or selective replacement of exterior building components at the Free Quaker Meeting House, Independence National Historical Park. The magnitude of this project is between $1,000,000 and $5,000,000. This requirement is being issued by the United States Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Parts 12. The solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This requirement is a Total Small Business set-aside under North American Industry Classification System (NAICS) Code 238160 ¿ ¿Roofing Contractors¿ with a business size standard of $19.0 Million. Federal Supply Code (FSC): Z2QA Repair or Alteration of Restoration of Real Property (Public or Private). A site visit has been scheduled as part of this solicitation. Offerors are encouraged to attend. Please see the details below. Site Visit Date: August 26, 2026 Time: 12:00 a.m. EDT Vendors interested in attending the site visit must email the Contract Specialist, fariha_natawan@ibc.doi.gov, and the Contracting Officer, Stephanie_McCullough@ibc.doi.gov, with their company name and a list of attendees no later than 12:00 p.m. EDT on August 24, 2026. Upon receipt of the email with attendee information, the site address and point of contact (POC) information will be provided. A list of items is provided in Attachment 6, Pricing Sheet. All work shall be performed in strict accordance with the contract drawings, specifications, and all applicable federal, state, and local laws, regulations, and National Park Service requirements. A list of contract clauses that apply to this acquisition are provided in Section I, Contract Terms and Conditions. Quotes are due no later than 5:00 PM ET, September 11, 2026.
