Statement of work, as posted

The purpose of this amendment is to provide answers to questions posed in reference to this combined synopsis/solicitation. Refer to Attachment A for relevant Questions and Answers. This amendment does not change the date or time responses are due. The Bureau of Reclamation (BOR) requires commercial mobile crane services to support restoration activities at the Mount Elbert Power Plant. The Government intends to award a Firm Fixed Price contract. This acquisition is being conducted as a Total Small Business Set Aside under NAICS 238990, All Other Specialty Trade Contractors. The requirement is to provide safe, timely, and professional mobile crane services that successfully transport Government property without damage while maintaining compliance with applicable Federal, State, OSHA, manufacturer, and industry safety requirements. Services consist of two independent lifting operations: a. Removal and transportation of six Government-owned bulkhead (stoplog) segments from the Mount Elbert Forebay Inlet-Outlet Structure to the designated Government storage yard. b. Transportation of Government-owned crane load testing blocks between the outdoor storage yard and the powerhouse to support load testing of the powerhouse overhead crane, followed by return and organized staging of the testing blocks after completion of testing. The Contractor shall furnish all labor, supervision, equipment, transportation, rigging (except Government-furnished lifting device identified herein), permits, and incidental services necessary to safely complete the required lifting and transport operations. Place of Performance: Mount Elbert Power Plant and Forebay Inlet-Outlet Structure 5583 Highway 82 Twin Lakes, Colorado 81251 Period of Performance: October 1, 2026 - April 15, 2027 Questions regarding this solicitation must be submitted no later than 2:00 p.m. (MDT) on August 13, 2026. Government responses to timely submitted questions will be posted to SAM.gov via an amendment or other notice, as applicable. Vendors are responsible for monitoring SAM.gov for all solicitation amendments and updates. Responses are due no later than 1:00 p.m. (MDT) on August 28, 2026, in accordance with the solicitation requirements.
