The Human Foods Program (HFP) oversees all FDA activities related to food safety and nutrition under the Deputy Commissioner of Human Foods. The HFP's mission is to ensure that food is a source of wellness for all U.S. consumers through science-based approaches to prevent foodborne illness, reduce diet-related chronic disease, and ensure chemicals in food are safe. The FDA's HFP - Office of Food Chemical Safety, Dietary Supplements and Innovation (OFCSDSI) operates multiple integrated IT systems to support its regulatory oversight of food chemicals and dietary supplements, including the Food Applications Regulatory Management (FARM), the Chemical Evaluation and Risk Estimation System (CERES), the Toxicology Reports and Analysis Management (TRAM) system, the Scientific Terminology and Regulatory Information (STARI), and the Warp Intelligent Learning Engine (WILEE). These systems provide robust data access, visualization capabilities, and system integration required to fulfill the office's scientific assessment and regulatory compliance mission. The purpose of this ID/IQ is to establish a contracting vehicle for operations and maintenance and IT development services to support the mission of the various program areas. Successful offerors must demonstrate capability to work in a complex, multi-system environment where IT solutions directly support critical regulatory functions. The contractor will be expected to adapt to varying program area needs while maintaining system reliability and supporting FDA's public health mission.
