The Federal Aviation Administration (FAA) intends to negotiate a contract on a single source basis to SRCTec, North Syracuse, NY, for the upgrade of four (4) SR Hawk Receiver/Transmitter Units (RTU) from Spiral 6 to Spiral 7 to be used as spares for CBP’s MVSS-R systems. SRCTec LLC possesses unique technical expertise required to perform the SR Hawk Radar upgrades, including proprietary knowledge of system architecture, software configuration, hardware integration requirements, and calibration procedures. The upgrade requires access to manufacturer-controlled firmware, proprietary diagnostic tools, specialized test equipment, and configuration management processes that are not available to third-party vendors. In accordance with the FAA Acquisition Management System Paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The proposed principle North American Industry Classification System (NAICS) code for this effort is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Small Business Size Standard of 1,350 employees. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement.
