*** The localtion DoDAAC for this requirement is FA4704 and Place of Performance will be 7934+C96 Antigua Base Naval Roosevelt Route Ceiba 00735, Puerto Rico.*** This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) RFO Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number FA470426Q7004 is issued as a Request for Quotation (RFQ) for Light Towers. This solicitation number shall be referenced on any written quote provided under this RFQ. This acquisition is 100% set-aside for HUBZone Small Business concerns. The North American Industry Classification System (NAICS) code 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a size standard of $40M and PSC W023 – Lease or Rental of Equipment – Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles will be utilized. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This document incorporated provisions, and clauses are in effect through Federal Acquisition Circular FAC 2026-01 Effective 13 March 2026 and the Revolutionary FAR Overhaul (RFO) as applicable. (i) This is a contract opportunity for a rental contract to provide and maintain twenty-five (25) 6kW Light Towers with a built-in generator with a minimum of 6kW. Must be configured for towing, on wheels, with either pintle hook or ball & hitch attachment. The generators shall be fueled by gasoline, JP-8, or ASTM D975 No-2 diesel fuel. (ii) The contractor shall: provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and any other requisite items necessary to supply and perform maintenance on the 6kW Light Towers as defined in the Performance Work Statement. (iii) Provide and maintain operations for the provided (25) 6kW light towers, with the option to add up to 15 more. (iv) The contractor shall complete all mobilization activities within 72 hours of contract award. All twenty-five (25) light towers must be successfully delivered and ready for government use at the designated place of performance no later than the contract start date of 11 September 2026. The 72-hour mobilization period includes all time required for security inspections, escort coordination, and final site setup. ------------------------------------------------ Instructions to Offerors (1) The Offeror shall complete the Pricing Schedule (Attachment 2) of this solicitation. (2) The Offeror shall complete and submit the Contractor Responsibility Verification form (Attachment 1), along with supporting documentations required by the form. (3) The Offeror shall submit a Technical Capability Statement that strongly supports the contractor’s ability to satisfy the contract requirements IAW the attached PWS (Attachment 1). The information submitted must be sufficient for the Government to assess if your capability will successfully satisfy the requirements of the attached PWS (Attachment 1).? The Offeror shall provide detailed narratives demonstrating its approach to each PWS section. The detailed narratives shall include mobilization timeline and execution plans. The detailed narratives can include photographs and production specifications. The Offeror shall provide Subcontractor plans as applicable. (4) The Offeror shall submit the Past Performance List of References (Attachment 6), for contracts that you consider relevant in demonstrating your ability to fulfill the requirement of the attached PWS (Attachment 1). (5) The contractor’s offer must meet the minimum requirements of the solicitation. Unless requested from the Contracting Officer, quote revisions received after the solicitation close date/time will not be accepted. Responses should contain your best terms and conditions. The government reserves the right to evaluate the quotes and award without interchanges. (6) The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. ------------------------------------------------ RFQ Questions Deadline: 13 August 2026 / 11:00 AM EST All questions concerning this solicitation must be submitted to the Point of Contact.
