This is a combined synopsis/solicitation for commercial products prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. This solicitation incorporates provisions and clauses in effect through the RFO (effective April 17, 2026) and the Revolutionary Defense Federal Acquisition Regulation Supplement (RDFARS) as of the date of issuance. The Department of the Air Force intends to award a firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) in accordance with the attached Statement of Work (SOW), on a Lowest Price Technically Acceptable (LPTA) basis. The Schedule of Supplies, place of performance, delivery information, and the full list of applicable provisions and clauses are set forth in the attached SF 1449 and solicitation. Award is subject to the availability of funds. The requirement is for all supplies, labor, and services necessary to procure a new High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS). This is a follow-on acquisition that requires the new HPLC-MS to be fully compatible and interchangeable with the agency’s existing Agilent equipment and software. The Government's market research indicates that Agilent products utilize proprietary Mass Hunter software for instrument control and data analysis, and no other manufacturer produces a compatible system that can meet the Government's essential need for a single, integrated platform, thereby avoiding the cost of new training and method redevelopment. In accordance with the Revolutionary Federal Acquisition Regulation Overhaul, (RFO) 5.101(c)(4)(vii), the justification for restricting competition is that the proprietary Mass Hunter software is essential to the Government's requirement, and no other brand of analytical laboratory instruments can interface with the existing setup. Therefore, this acquisition is being conducted under the authority of (RFO) 6.103-1. This is a BRAND NAME ONLY requirement. Only brand name Agilent products will be accepted. "Or Equal" products will NOT be evaluated. Proposals are accepted directly from the Original Equipment Manufacturer (OEM, Agilent) or from Authorized Resellers/Distributors, provided all manufacturer warranties and support commitments transfer fully to the Government. Standardization of Agilent products is required to ensure compatibility with existing systems, eliminate duplication of training costs, and maintain mission continuity. Buy American Act and Trade Agreements This acquisition is strictly subject to the Buy American Act as implemented in the RFO and RDFARS. In accordance with SOW Requirements #11 and #13, the proposed HPLC-MS system must be made and assembled in the United States of America, and utilizing American-made components where available. Offerors shall identify the country of origin for the offered end product and any qualifying components in their Reps and Certs, certifying that the offered system qualifies as a domestic end product meeting the 2026 statutory domestic component cost threshold of at least 65%. Foreign-assembled end products (including those originating from Trade Agreements Act [TAA] designated countries) do not satisfy this specific SOW, and any such proposals will be deemed technically unacceptable. This notice is not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Basis for Award: Award will be made to the responsible offeror whose proposal: Conforms to this combined synopsis/solicitation; Receives an “Acceptable” rating on Technical Capability (evidenced by compliance with SOW parameters, domestic assembly, and authorized sourcing credentials); and Contains the lowest Total Evaluated Price (TEP), determined fair, reasonable, and not unbalanced. Past Performance and Responsibility: Prior to award, the Contracting Officer will perform a responsibility determination under RFO Part 9, including review of the offeror’s record in the Contractor Performance Assessment Reporting System (CPARS) and the Supplier Performance Risk System (SPRS).
