Immigration and Customs Enforcement (ICE) Single Award Construction Contract (SACC) Indefinite Delivery Indefinite Quantity (IDIQ) for new construction, renovation, and repair of owned Service Processing Center (SPC) solicitation. The SACC is intended to serve as a highly flexible construction contracting vehicle to support mission-critical facility needs. All contractors will need to have capacity to manage Single Task Orders. The scope of work under the SACC includes, but is not limited to: General construction. Alteration, modification, and renovation of existing facilities. Maintenance services and repair of buildings and infrastructure. Demolition of structures and facilities. Design-build services. New construction of buildings, facilities, and real property. ICE will conduct this acquisition as a large business only competition. The North American Industry Classification System (NAICS) code for this acquisition is 236220. This competitive acquisition will result in several Single Award, Indefinite Delivery Indefinite Quantity (IDIQ)s with the ability to issue Firm-Fixed Price (FFP) task orders. The contract will have a period of performance of five (5) years from the date of award. The resultant IDIQ contracts are anticipated to be awarded by 25 September 2026, with an effective date of 30 September 2026. There will be no phase-in period. Performance will be conducted onsite at ICE’s owned Service Processing Center (SPC) throughout and outside the continental United States. Reference DHS Advanced Forecasting System (APFS number F2026073978). Please see RFP Section L6 for Site Visit details; site visit time is 10:00 am local time for both site visits. Attendance at the site visit is recommended; however, attendance is neither required nor a prerequisite for proposal/bid submission and will not be considered in the evaluation. Offerors are required to notify the point of contact listed in RFP Section L6 on page 85 by e-mail no later than the dates annotated to confirm attendance and specify the names of the attendees from their respective companies. The e-mail should contain the attendee names (as it appears on Driver’s License), titles, telephone numbers, and e-mail addresses.
