THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Douglas Whitcomb) for receipt by close of business (2 p.m. local Denver time) on August 19, 2026: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $5 million, and your firm’s aggregate bonding capacity; and (4) Please provide a detailed list of completed road construction projects that are comparable in scope, complexity, and contract value to the TX FW LGA 10(5), Steve Thompson Wildlife Drive project. Submissions must demonstrate proven experience in the following work scopes: Full-Depth Reclamation (FDR): Reclaiming existing driving surfaces, including chip seal materials and underlying gravel base. Surface Treatments: Installation and placement of new aggregate surface courses. Civil & Site Works: Installation of concrete pads and aluminum access gates.DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT DETAILS: TX FW LGA 10(5) Steve Thompson Wildlife Drive PROJECT DESCRIPTION: The proposed project is in Laguna Atascosa National Wildlife Refuge in Cameron County, Texas approximately 25 miles east of Harlingen, Texas. The existing terrain is flat. SCOPE OF THE WORK: The proposed project includes full depth reclamation of existing driving surface which includes chip seal material, and existing gravel. After completing full-depth reclamation new aggregate surface course will be added to create a driving surface that has a consistent width. The project also includes installation of aluminum gate and a small concrete pad and safety improvement signs and speed bumps. The project includes three alternate bid items for Aggregate Surface Course (TON) with one being awarded. Alternate 1: 2-inches of aggregate surface course added to Bayside Drive and Steve Thompson Wildlife Drive and terminating at Renee’s Overlook Parking Area. Alternate 2: 2-inches of aggregate surface course added to Bayside Drive and Steve Thompson Wildlife Drive. Alternate 3: 3-inches of aggregate surface course added to Bayside Drive and Steve Thompson Wildlife Drive and terminating at Renee’s Overlook Parking Area. PRINCIPAL WORK ITEMS: The project includes the following work items: Full Depth Reclamation (MILE) – 13 MILE Aggregate Surface Course (TON) – 11,000 TON ANTICIPATED SCHEDULE: The anticipated advertisement date is fall 2026 with construction beginning in 2027, and project completion in summer 2027. ESTIMATED COST RANGE: The proposed project cost ranges between $2,000,000 and $5,000,000.
