RCO MCI-West is issuing this Sources Sought (SS) as a means of conducting market research to determine if there is a sufficient number of qualified businesses interested in and capable of providing services associated with 24 hours per day, 7 days a week, 365 days per year, air ambulance standby medical air transportation services and non-medical air transportation services for the Marine Air Ground Task Force Training Command (MAGTFTC) and Marine Corps Air Ground Combat Center (MCAGCC) in Twentynine Palms, California. All Operations must remain compliant with all applicable Federal Aviation Administration (FAA) and Air Mobility Command Commercial Airlift Review Board (CARB) regulatory requirements as well as aircraft safety limitations. The requirement includes maintaining a standby rotary-wing air asset with a flight crew capable and certified to provide on-call aero-medical ambulance services and in-flight treatment of military, training staff and any personnel aboard MCAGCC. Coverage extends across MCAGCC/MAGTFTC, including all ranges, training areas and Camp Wilson. The requirement encompasses both Medical Evacuation (MEDEVAC) air ambulance services and Category IV non-medical air transportation services. The outcome to be achieved is for the rotary-wing air asset and associated crew, including certified MEDEVAC personnel, to be ready to embark on emergency rescue missions within the thirty (30) minute launch window specified in this Performance Work Statement (PWS). Transport frequency will vary based upon training density on the ranges, number of medical evacuations needed, and other air transportation services required.
