Request for Interested Manufacturers UP CONVERTER/DOWN CONVERTER
Department of Defense · Defense Logistics Agency · DLA AVIATION AT WARNER ROBINS, GA
Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.
Draft the paperwork
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.
What would disqualify you
Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.
Sources Sought response
A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.
Questions to submit
Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.
Past performance write-ups
Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

A redesign of these configurations and First Article Testing was successfully completed in 2024. This requirement is for production of the approved configurations. Impediment to Competition: The Original Equipment Manufacturer (OEM) is Spectrum Microwave (CAGE 60979), which maintains configuration control by part number. The Government possesses source control drawings but does not own the manufacturing-level Technical Data Package (drawings, schematics, or other releasable manufacturing data) for these items. As a result, Spectrum Microwave (CAGE 60979) is the only known source with adequate knowledge and possession of the required technical data and capabilities needed to produce these items and ensure compatibility with the higher-level assembly. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Spectrum Microwave (CAGE 60979) to produce the Double Mixer Up Converter (NSN 5895-01-683-8777) and Double Mixer Down Converter (NSN 5895-01-683-8776) in support of the AN/ALQ-161 / B-1B program. Other interested parties may identify their interest and capability to respond to the requirement no later than (10/23/26) by emailing Kellen Miliner (kellen.miliner.1@us.af.mil). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DISCLAIMER This sources sought synopsis is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers, and the Government is under no obligation to award a contract because of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.
