KEY REQUIREMENT DETAILS** The Defense Health Agency (DHA) Contracting Activity Europe has a requirement for a single-award, Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) commercial supply contract for: * **Product:** Medicinal Bulk Liquid Oxygen (Purity >=99.5%, USP/DAB/EUAB compliant). * **Equipment:** Rental, telemetry monitoring, and comprehensive maintenance of one (1) vertical bulk storage tank. * **Contract Structure:** Single award IDIQ consisting of four (1) one-year ordering periods (Base Year + 3 additional Ordering Years). * **FOB Terms:** Destination (delivery terms include a single delivery fee per run, automatic refills at 20% capacity, and a 4-hour emergency delivery response). **2. PLACE OF PERFORMANCE & DELIVERY LOCATION** All deliveries and tank maintenance will occur at: * Landstuhl Regional Medical Center (LRMC) * Medical Material Branch, Building 3740 * Kirchberg Kaserne, 66849 Landstuhl, Germany * DoDAAC: HT0880 **3. REGULATORY & SAFETY COMPLIANCE** * **TÜV Testing:** The Contractor is responsible for performing, coordinating, and funding all mandatory periodic Technischer Überwachungsverein (TÜV) / TUEA safety testing and certifications on the bulk storage tank in accordance with German safety regulations (*Betriebssicherheitsverordnung*). * **Language:** Delivery drivers and contractor point of contact must be fluent in English. **4. QUOTE SUBMISSION REQUIREMENTS** To be considered for award, offerors must submit a complete quote package via email containing the following documents: 1. **Completed SF 1449:** Blocks 17a, 30a, 30b, and 30c must be filled out and signed. 2. **Completed Pricing Schedule:** Offerors must insert unit prices and extended amounts for all Contract Line Item Numbers (CLINs) across the Base Period and all Option Periods. 3. **Technical Capability Documentation:** A written statement or a sample Certificate of Analysis (CoA) demonstrating the ability to supply Medicinal Bulk Liquid Oxygen meeting the required purity standard (>=99.5%) and compliance with USP, DAB, or EUAB monographs. 4. **Company Information:** Vendor's active SAM.gov Unique Entity ID (UEI) and CAGE/NCAGE code to verify active SAM registration. **5.
