Statement of work, as posted

(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number FA301626Q0211 is issued as a request for quotation (RFQ) for the manufacture and providing of U.S. Air Force (USAF) and U.S. Space Force (USSF) Basic Military Training (BMT) Metal Name Tags. This acquisition is a 100% Small Business Set-aside under NAICS (North American Industrial Classification Systems) code 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing with a small business size standard of 750 employees. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul. Notice to Quoters/Suppliers: Funds are not presently available for this requirement. No award will be made under this RFQ until funds are available. The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a quoter for any costs associated with the preparation and submission of the sample metal name tags (as referenced in the SAM.gov Special Notice - FA301626BMTNAMETAGSAMPLES) and this RFQ. (ii) Reference Attachment 3 Supplies or Services & Prices or Costs for the line item numbers and item descriptions, quantities, and units of measure. Upon award, this attachment will be designated the BPA Price List. (iii) Description: The resultant award will be a single, five-year BPA (Blanket Purchase Agreement) for the fulfillment of all the Agency’s needs for the USAF (includes Air National Guard (ANG), Air Force Reserves (AFR) and prior service) and USSF metal name tags, in accordance with The Institute of Heraldry (TIOH) specifications outlined in the Statement of Work (SOW – Attachment 2) for approximately 40,500 Active, Guard, and Reserve trainees or prior service, and approximately 930 USSF trainees per year at JBSA (Joint Base San Antonio) Lackland, TX. The USAF metal name tags are designed for wear on the Air Force Service Dress Uniform. Name tags shall state the last name of the trainee or prior service personnel. The USSF metal name tags are designed for wear on the Space Force Service Dress Uniform, and each tag shall be two lines with the trainees or prior service personnel’s first or middle name on line one and their last name on line two. Each trainee/prior service personnel will receive one (1) each USAF Service Coat Metal Name Tag or one (1) each USSF Service Coat Metal Name Tag. All orders shall be delivered IAW delivery specifications in Attachment 2 SOW. (iv) All metal name tag orders shall be delivered to the 502d Logistics Readiness Squadron (502 LRS)/LGRM, 1550 Wurtsmith Suite 4, Bldg. 5725, JBSA-Lackland, TX 78236-5250. Delivery is FOB Destination. (v) The following provision(s) with Addenda (as applicable) apply to this requirement and can be reviewed in their full text or by reference in Attachment 1 RFQ Clauses and Provisions and Addenda and/or below: (1) The provision at 52.212-1, Instructions to Quoters-Commercial Products and Commercial Services and Addendum. (2) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services and Addendum. Carefully read and follow the Attachment 1 Addendum to ensure the criteria is followed in the quote submission. (vi) The following clause(s) with Addenda (as applicable) apply to this requirement and can be reviewed in their full text or by reference in Attachment 1 and/or below: 52.212-4, Terms and Conditions—Commercial Products and Commercial Services and Addendum. (vii) The date, time, and place for receipt of quotes and point(s) of contact (POCs) are as follows: Quote Due Date and Time: No later than Wednesday, 26 August 2026, 4:30 PM CDT. RFQ questions, if any must be submitted no later than Wednesday, 19 August 2026, 4:30 PM CDT.
