The Deputy Program Acquisition Executive – Marine Corps (DPAE(MCA)) Program Manager Air-226 (PMA-226) Contracted Air Services (CAS) program is solicitating interest in a 10-year contract to provide Contractor Owned Contractor Operated (COCO) services to support the Stand Off Jamming effort. PMA-226 provides COCO aircraft to the Department of the Navy (DON) Fleet and Test customers. The primary mission of aircraft capable of performing SOJ services is to simulate a wide variety of airborne threats to train and to test/evaluate shipboard and aircraft squadron weapon systems operators and aircrew on how to counter potential enemy SOJ operations in the current Electronic Combat (EC) environment. The requested support is provided using a variety of venues, from basic “schoolhouse” Air Intercept Control (AIC) training, single unit training exercises, or multinational exercises with multiple participants. Performance locations could include multiple Continental United States (CONUS) sites, remote operating bases located outside the Continental United States (OCONUS), or bases located on foreign soil. Aircraft shall operate from contractor-based locations on the East and West Coast, or from any operating site worldwide during temporary periods of authorized deployment. These aircraft services are in support of training efforts and will not include any combat operations. The SOJ services contract is contemplated as a Firm-Fixed Price (FFP), Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The resulting IDIQ will have a total period of performance of 10 years. The Government anticipates using North American Industry Classification System (NAICS) code 481219 for this acquisition. The Product Service Code (PSC) is V121. STATEMENT OF INTEREST: Interested parties may identify their interest by responding to this RFI. Submission requirements are detailed below. Interested parties are encouraged to review the reference (A) document titled “EA SOJ Aircraft Requirements Table,” to ensure their company can meet the requirements before providing a Statement of Interest in response to this RFI. Respondents may include questions regarding the aircraft requirements in their response. The Government will protect all data received in response to this RFI from unauthorized disclosure or release. Do not submit classified material in response to this RFI. Respondents shall submit a Statement of Interest using a maximum of five one-sided 8.5 X 11-inch pages with Times New Roman font, and a minimum of 10-point pitch using Microsoft Word or Portable Document Format (PDF). Additionally, respondents shall include responses to the following items: Company Name, Address, and Points of Contact including name, telephone number, and email address. Company Business Size as registered under NAICS code 481219 (at https://sam.gov), Commercial and Government Entity (CAGE) code, Unique Entity Identifier (UEI), and mailing address. Additionally, companies shall indicate any small business status based on the NAICS. Corporate Experience: Listing of contract numbers and/or task orders awarded in the past five years of similar size, scope, and complexity as the attached “EA SOJ Aircraft Requirements,” where your company performed as a prime contractor. Specifically address the following: Experience with the US Navy airworthiness assessment Civil Aircraft Operations (CAO) and /or Public Aircraft Operations (PAO) assessment. Experience with obtaining and maintaining a US Navy flight clearance for aircraft operations. Experience with obtaining and maintaining a “Secret” Facilities Clearance and “Secret” Safeguarding capabilities. Experience with modifying commercial aircraft for military use. The Government intends to utilize the responses to this RFI to assist with its acquisition strategy for the procurement of SOJ services in the future. Should the Government decide to solicit SOJ services, the Government will issue a formal solicitation and request proposals from potential Offerors.
