ATTENTION: SOLICTATION AND ALL ATTACHMENTS FOR THIS REQUIREMENT ARE FOUND IN THE ATTACHMENTS/LINKS SECTION. Project Title: Trickel Park Road Asphalt Grand Mesa, Uncompahgre, and Gunnison National Forest, Colorado Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1240LT26Q0156 is issued as a Request for Quotation (RFQ) for Trickel Park Road Asphalt Grand Mesa, Uncompahgre, and Gunnison National Forest, Colorado. Project consists of road rehabilitation including asphalt concrete pavement, subgrade improvement, and culvert installations. Refer to FP-14, the Forest Service Supplemental Specifications (FSSS) and the engineering map and plans for technical requirements and tasks. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 237310 - Highway, Street, and Bridge Construction The small business size standard is $45M This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. A Site Visit will be conducted see Solicitation for details. FAR 52.228-1 Bid Bond/Offer Guarantee: A bid bond/offer guarantee shall be submitted at time of offer on a Standard Form 24 (SF24), Failure to provide the bid bond will render the offer non-responsive, resulting in its rejection. The required guarantee amount is 20% of the total offer price, not to exceed a maximum of $3 million. FAR 52.228-15 Performance & Payment Bonds: Submission of 100% Payment and Performance Bonds are required. The Performance Bond must be submitted using the mandatory Standard Form (SF) 25, and the Payment Bond must be submitted using the mandatory Standard Form (SF) 25A. Please note that no substitute forms will be accepted. Bonds are due no later than 10 calendar days after award and must be submitted to Contract Specialist, Holly Hlavac via email at Holly.Hlavac@usda.gov and Cc: Contracting Officer, Lucas Dahlman at Lucas.Dahlman@usda.gov before work begins. Project Location: The nearest town to the project location is Cedaredge, CO. Directions from the Grand Mesa, Uncompahgre, and Gunnison (GMUG) National Forests (NF), Supervisors’ Office, 2250 South Main, Delta, Colorado. Travel north on Highway 50 for 2.3 miles. Turn east onto Highway 92 E. Travel east for 3.8 miles to the intersection with Highway 65 N. Turn north onto Highway 65 N. Travel north for 26.8 miles.Turn east onto National Forest System Road (NFSR 121) Trickel Park (the Grand Mesa Visitors Center is adjacent to the Trickel Park Road). Drive to the beginning of the project. Project begins at the end of the existing asphalt. Station 251+94, Latitude: 39.044872°, Longitude: -107.946735°
