Naval Special Warfare Command (NSWC) is seeking sources to provide general role player support services to assist with realistic military training exercises. The Contractor shall provide the personnel, management, and basic safety coordination necessary to support scheduled and unscheduled exercises. At a high level, role players must be able to: Participate in realistic training scenarios Adapt to varying training schedules, which can include up to 12-hour shifts, nights, and weekends. Follow training scripts and safety instructions provided by military personnel. The Contractor must be capable of recruiting and providing various types of role players, such as: General scenario role players (no clearance or special skills required). Role players with specific foreign language skills. Opposing forces (OPFOR) with tactical backgrounds. Specialized actors (such as medical/amputee role players or weapons experts). The Contractor must be capable of providing support at these multiple geographical locations. THIS SOURCES SOUGHT IS FOR INFORMATIONAL AND MARKET RESEARCH PURPOSES ONLY. This notice of intent is not a request for competitive proposals. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This notice shall not be construed as a contract, a commitment to contract, or a commitment by the Government incurring an obligation of any kind. No solicitation document exists at this time. All costs associated with responding to this notice will be solely at the interested party’s expense. Failure to respond to this sources sought does not preclude participation in any future solicitation, should one be issued. Interested parties who believe they have the capability to perform these services are invited to submit a brief Capability Statement (not to exceed 3 pages) addressing the following criteria: Corporate Profile Company Name, Address, Website. Unique Entity ID (UEI) and CAGE Code. Point of Contact (Name, Title, Phone, and Email). Technical Capabilities Personnel Sourcing: Describe your ability to source, hire, and manage role players for tactical training events. Geographical Flexibility: Explain your capacity to coordinate and deploy personnel to the training in multiple geographical locations Safety Compliance: Confirm your ability to comply with military high-risk training safety and protection requirements. Small Business Certification & Executability If responding as a prime small business contractor, please provide the following: Certification under NAICS 611699: Certify that your firm is an active, registered small business concern under NAICS Code 611699 in SAM.gov. Please state your specific socioeconomic status (e.g., SDVOSB, HUBZone, WOSB, 8(a)). Subcontracting Compliance: State how your firm intends to meet the requirements of the Limitations on Subcontracting clause (FAR 52.219-14), demonstrating that the prime small business will perform at least 50% of the cost of contract performance incurred for personnel. Past Performance Provide up to two (2) examples of similar training or role player support services performed within the past five (5) years.
