Statement of work, as posted

(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (2) The solicitation number is 70B03C26Q00000281 and is issued as a Request for Quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through RFO FAR Class Dev 25-12R2. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 with a small business size standard $25.0 million. (3) This procurement shall be set aside 100% for HUBZone small businesses. All qualified, responsible sources may submit quotes in accordance with the provision at FAR Section 52.212-1, and the additional instructions set forth herein. Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation. The resulting contract shall be awarded to the offeror who provides the best value to the Government, when considering technical capability, past performance, and price. (4) The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Procurement Directorate, intends to award a Purchase Order (PO) for the procurement of Security Systems Repairs and Maintenance in Puerto Rico and the U.S. Virgin Islands. It is required that all quoters submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements. All quoters submitting a quote shall be required to meet the requirements found in the SOW. Quotes will be evaluated on best value basis, with Technical Capability and Past Performance, when combined, being more important than Price. (5) Technical Capability: Quoters shall submit a technical capability statement, not to exceed (20) pages, that describe the quoters abilities to successfully complete the requirements in the Statement of Work. This section should address prior experience with similar requirements, especially in PR and/or USVI, and particularly Government contracts. Quoters should also address any CBP or DHS background clearances their proposed contractors currently possess. If the quoter intends to subcontract any portion of the contract, quoter shall identify the proposed subcontractor, their business size, small business category designations (i.e. HUBZone), and their relevant technical capability information in the Technical Capability Statement. (6) Past Performance: The Government will query its CPARS contractor performance database for reviews. If no reviews are available, a neutral rating may be assigned. The Government may also request up to three (3) past performance references during the evaluation period. (7) Price: Pricing quotes will be requested subsequently from the highest rated vendors based on Technical Capability and Past Performance evaluations. Any additional information necessary to provide a price quote will be addressed after the non-price factors are evaluated. A non-disclosure agreement and proof of identification may also be requested at that time. (8) Quoters shall submit the Technical Capability Statement to colin.a.colgan@cbp.dhs.gov no later than 8/26/2026 at 1:00 p.m. ET. The email file size shall not exceed 10MB. (9) Any questions concerning this solicitation shall be submitted no later than 8/24/2026 at 1:00 p.m. ET. All questions and quotes shall only be submitted via email to the above address. The Government reserves the right not to respond to late questions. (10) Period of performance for the PO shall be a one-year base period. Base Period 9/30/2026 – 9/29/2027 (11) Vendor shall provide security system repairs and maintenance in accordance with the SOW during the period of performance and submit invoices monthly in arrears electronically via IPP upon completion of the scheduled performance. (12) Quoters are required to have an active registration in SAM by 8/26/2026 at 1:00 p.m. ET, and if selected for award, will be required to maintain an active registration throughout the entire contract period of performance.
