This combined Synopsis/Solicitation is being issued for the distribution and display of educational and informational materials promoting the Bureau of Engraving and Printing (BEP), Western Currency Facility (WCF) Tour and Visitor Center (TVC). This acquisition is unrestricted and is not set aside for small business concerns. The North American Industry Classification System (NAICS) code applicable to this requirement is 541870, Advertising Material Distribution Services, with a small business size standard of $34.5 million. The services required under this solicitation are best represented by Product Service Code (PSC) R708, Support – Management: Public Relations. System for Award Management (SAM) To be eligible for award, an Offeror must be actively registered in the System for Award Management (SAM) at SAM.gov. Offerors are responsible for ensuring that their Unique Entity Identifier (UEI) and Commercial and Government Entity (CAGE) Code are current and valid in SAM at the time of award. Contract Type and Period of Performance The Government anticipates awarding a Firm-Fixed-Price (FFP) services purchase order as a result of this solicitation. The Contractor shall distribute and display BEP educational and informational materials at high-traffic, tourist-oriented locations, including, but not limited to, hotels, motels, car rental offices, visitor centers, airports, chambers of commerce, and restaurants throughout the Dallas/Fort Worth metropolitan area within an estimated 50-mile radius of the BEP WCF Tour and Visitor Center. The acquisition consists of a 12-month Base Year and four 12-month Option Years, for a total potential period of performance not to exceed five years. The anticipated start date of performance is September 1, 2026. Solicitation Documents and Labor Standards Offerors are strongly encouraged to review the attached Request for Quote (RFQ) and all associated documents thoroughly and in their entirety. The requirements, terms, conditions, instructions, and evaluation criteria contained in the solicitation shall govern this acquisition. The Service Contract Labor Standards, FAR 52.222-41, and Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts), FAR 52.222-43, apply to this acquisition. Accordingly, the applicable Department of Labor Wage Determination is included as an attachment to the solicitation. Questions All questions and requests for clarification regarding this RFQ shall be submitted in writing via email to TERRY.LAWRENCE@bep.gov no later than 12:00 p.m. Central Standard Time (CST), Friday, August 21, 2026. The Government may not respond to questions received after the established deadline. Quotation Submission Offerors shall submit their complete quotation package via email to TERRY.LAWRENCE@bep.gov no later than 3:00 p.m. Central Standard Time (CST), Tuesday, August 25, 2026. Offerors are responsible for ensuring that their quotations are received by the Government at the designated email address by the specified due date and time.
