The Maine Air National Guard, 101st Security Forces Squadron (101 SFS) has a requirement for the acquisition of tactical communication headsets. This acquisition is being conducted as a Brand Name or Equal procurement. The brand name standard is the 3M Peltor COMTAC series headset. Any alternative product submitted as an "or Equal" must meet or exceed the following salient characteristics, which have been established as the minimum requirements of the Government: Technical and Salient Characteristics: Communication Channels: Single communication channel headset configuration. Color: Coyote Brown. Helmet Integration: Must include Accessory Rail Connector (ARC) rail attachments to facilitate direct integration with standard tactical helmets. Situational Awareness: Features an environmental listening function for auditory situational awareness (talk-through capability). Audio Optimization: Offers multiple, user-selectable audio profiles to adjust sound perception based on the specific acoustic environment. Hearing Protection: Provides a certified Noise Reduction Rating (NRR) of at least 23 dB. Microphone: Equipped with a noise-canceling, ambidextrous boom microphone to allow flexible left- or right-side placement. Tactical Radio Adapter: Comes equipped with an amplified Push-to-Talk (PTT) tactical radio adapter. Wiring Standard: The tactical adapter must be configured with standard NATO/Military wiring. Connector Plug: Features a common tactical headset connector plug. Military Standards Compliance: Must meet or exceed MIL-STD-810H (environmental testing) and MIL-STD-461G (electromagnetic interference/compatibility) standards. Power Source & Runtime: Powered by two (2) standard AAA batteries, providing approximately 150 hours of operational battery life. The requested quantity is 20 each. In accordance with RFO Part 5 policy to increase competition and broaden industry participation, the Government invites all interested, responsible sources to participate in this procurement action. Brand Name or Equal: If submitting an "Equal" product, the vendor must provide descriptive literature, technical specifications, and compatibility details demonstrating that the proposed product matches or exceeds every salient characteristic listed above. New Equipment Only: Reconditioned, refurbished, or grey-market equipment will not be accepted. All items must be new and covered by the manufacturer's standard warranty. This presolicitation notice is issued to identify potential suppliers interested in this requirement. All interested, responsible business concerns are encouraged to submit an expression of interest.
