In accordance with FAR 5.101(b)(1)(i), this is a NOTICE OF INTENT TO AWARD A BILATERAL CONTRACT MODIFICATION for new out of scope work in lieu of a short period of performance standalone sole source award. The Defense Counterintelligence and Security Agency (DCSA) Office of Equal Employment Opportunity (EEO) intends to negotiate a sole source modification to extend the period of performance of its current contract with Iron Mountain Information Management, LLC of 85 New Hampshire Avenue, Suite 150, Portsmouth, New Hampshire 03801-2926. This modification will extend the current shuttle bus services by three (3) months at the current contract rate. DCSA requires shuttle bus services to include regular and Americans with Disabilities Act (ADA) compliant shuttle buses for DCSA employees at the Boyers, PA Iron Mountain facility. The Product Service Code (PSC) is V212 and the North American Industry Classification System (NAICS) code is 485991. The anticipated modification effective date is September 30, 2026. The authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1). Services may be deemed to be available only from the original source in the case of a follow-on contract for the continued service of shuttle buses. Iron Mountain Information Management, LLC is the only known contractor who can provide the shuttle services at the Iron Mountain facility in Boyers, PA. The buses will provide service between the outside upper parking areas and work areas inside the facility during the designated hours of operation. DCSA is one of several tenants located on the Iron Mountain property in Boyers, PA. Iron Mountain exercises exclusive and comprehensive control over all access to the property including the roadways, parking areas, and internal transportation infrastructure used for the shuttle bus route. They are solely responsible for developing, implementing, and enforcing the security requirement for all lessors on the property. These requirements are extensive and necessitate a thorough vetting process for personnel and vehicles accessing the sites. While this notice of intent is not a request for competitive quotes, interested parties may submit a capability statement demonstrating their ability to provide services identical to the shuttle services. This statement must include detailed technical documentation with specific evidence supporting the claim. Generalized marketing materials will not be considered. Submissions must be received via email no later than 12:45 PM EST on August 13, 2026. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these services. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
