The U.S. Army Corps of Engineers (USACE) Savannah District intends to issue a Solicitation Number W912HN26RA019, Air Marine Interdiction Site (AMIS), FLETC, Glynco, Georgia. For the purposes of the solicitation, the Government will utilize the Two-Phase Design-Build Selection Process. In Phase One of the Two-Phase Design-Build selection procedures, interested Offerors will submit specified qualification proposals for review, consideration, and evaluation by the Government. The Government will evaluate these qualification proposals in accordance with the criteria described within the solicitation. Note: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; no proposals are being accepted. Type of Contract and NAICS: The Request for Proposal will be for one (1) Firm Fixed Price (FFP) contract. The North American Industry Classification System (NAICS) code is 236220 ? commercial and Institutional Building Construction, with a Small Business size standard of $45M.Product Service Code (PSC): Y1JZ - CONSTRUCTION OF MISCELLANEOUS BUILDINGS Construction Magnitude: In accordance with DFARS 236.204 the magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000 Anticipated Solicitation Release Date: The Government anticipates releasing the solicitation on or about 24 June 2026 and the approximate closing date is on or about 24 July 2026. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. Period of Performance: The period of performance is anticipated to be 1460 Calendar Days after the issuance of the notice to proceed. Description of Work: The Savannah District has a requirement from the DHS to provide the construction of new training and administrative facilities utilizing the Design Build to Budget (DB2B) following the Design-Build Institute of America (DBIA) informed model, aka Design Build Done Right. The scope of work involves the design and construction of four new facilities on a 10-acre site, comprising three 30,000-square-foot open-span mock training buildings, one 9,500-square-foot administration building, and all associated site development, utilities, paving, and landscaping. Selection Process: The Acquisition will be conducted on an unrestricted basis using the Two-Phase Design-Build procedures authorized by RFO Subpart 36.3. Evaluations of proposals will be based on the Tradeoff approach in accordance with RFO 15.103-1. Registrations: System for Award Management (SAM) ? Offerors shall maintain an active registration in the SAM database at https://sam.gov to be eligible for a Government contract award. Suppose the Offeror is a Joint Venture (JV). In that case, the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If an offeror is not actively and successfully registered in the SAM database at the time of award, the Government reserves the right to award to the next prospective Offeror.
