UPDATE 29 Jan 26: this update is to post the redacted Justification and Approval (J&A) for this Sole Source contract in accordance with FAR Part 6. THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government’s intent to award a 7-month, Firm Fixed-Price Bridge Contract, on a noncompetitive basis to Valiant Integrated Services LLC, (CAGE 7S8Q1) for the Army National Guard (ARNG) Mission Command Training Support Program (MCTSP) Mission Training Complex Capabilities Support (MTCCS) effort. Such will consist of 1 base month and 6 option months. exercised only as needed. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command-Orlando (ACC-ORL) and the Army National Guard have identified a need to award a sole source contract to Valiant (CAGE 7S8Q1), to continue performance of ARNG MCTSP requirements as a result of protests following the award of MTCCS II Task Order W900KK-25-F-A121. The current ARNG MCTSP Bridge Contract expires 21 OCT 25. The contemplated sole source contract will include a limited performance period of seven (7) months, commencing 22 OCT 2025 - 21 MAY 2025, ensuring continuation of mission command (MC) training at the ARNG MCTSP Mission Training Complexes (MTCs). Services performed under this sole source contract will include the continuation of non-personal services to support the six (6) MTCs located at Camp Atterbury, Indiana, Fort Chaffee, Arkansas, Fort Dodge, Iowa, Fort Indiantown Gap, Pennsylvania, and Fort Leavenworth, Kansas. No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing individual through collective Mission Command (MC) training, by the expiration of the current ARNG MCTSP Task Order performance period (21 OCT 25). Award to anyone other than the incumbent contractor (Valiant) would result in a significant break in service during the resolution of the protests. Award of this limited Bridge Contract will ensure ample time for the Government team to complete corrective action, re-evaluate the protested proposals, and conclude with an award decision. This is NOT a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1. Any interested firms must identity their interest and capability to respond to the requirement no later than ten (10) business days after this notice posts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please respond by 10 OCT 2025 at 1400 hours Eastern Standard Time (EST). Your response must include your stated technical knowledge of and experience with mission command (MC) training and information to demonstrate the Contractor’s ability to complete Phase-In activities and commence full performance by the end of the current ARNG MCTSP task order (21 OCT 2025).
