U.S. GOVERNMENT NOTICE OF LEASE REQUIREMENT The General Services Administration (GSA) is seeking expressions of interest from owners and authorized representatives of properties meeting the following requirements: State: New York City: Buffalo Delineated Area: Western Boundary: From intersection of I-90 and I-290 following south on I-190, south on Highway 5 until Tifft St. Southern Boundary: At the intersection of Highway 5 and Tifft St heading east on Tifft St, north on Southside Pkwy, southeast on Seneca St, northwest on Indian Church Rd to Union Rd. Eastern Boundary: Following north on Union Rd, east on French Rd, north on Transit Rd (20) to North French Rd. Northern Boundary: Heading west on North French Rd, South on Niagara Falls Blvd (Rt 62), west on I-290 to the I-290 and I-190 intersection. Minimum Sq. Ft. (ABOA): 18,000 Maximum Sq. Ft. (ABOA): 18,900 Space Type: Office Parking Spaces: 37 total spaces, consisting of the following: - 30 reserved and secured spaces for Government vehicles, located within one (1) walkable block of the offered premises. - 7 covered, reserved and secured spaces for Dignitary Armored Vehicles (DAVs). Vehicles have a minimum clearance height of 6’8” and each weigh approximately 10,500 lbs. These spaces must be on site. Full Term: 20 years Firm Term: 15 years Additional Requirements: - The Government requires a secure path of travel between the seven (7) on-site DAV parking spaces and the offered premises. - For multi-story buildings, this secure path of travel must include a secured elevator (freight is acceptable) leading directly to the premises. Additionally, a minimum of two elevators servicing the building (including the secured elevator) are required. - Please be advised that the offered space must meet the minimum Facility Security Level (FSL) II requirements specified in the Request for Lease Proposals. Offered buildings and properties must undergo a Government risk and vulnerability assessment. If an assessment deems a property unacceptable, the Government will not consider the property. - Contiguous space on one or more floors is required. - The Government shall have access to the space 24 hours a day, 7 days a week. - Subleases are not acceptable. - No below grade space will be accepted. - At this time, the Government is only considering existing buildings and will not consider new construction options. - This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this pre solicitation notice. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain). Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). Contact information and e-mail address of offeror’s representative; 3. ABOA SF and rentable square feet available, identifying the specific floors and square footages; 4. Asking full-service rental rate per ABOA SF and RSF inclusive of a standard GSA warm-lit shell; 5. Operating costs per ABOA SF and RSF included in the full-service rates; 6. Submission by anyone other than the owner or manager of a property must be accompanied by written consent from the ownership granting authority to the representative in providing the information to the Government.
