PRE-SOLICITATION NOTICE OF INTENT TO SOLE SOURCE This is a Notice of Intent that NAVSUP FLCY Site Marianas intends to make a sole source, Firm-Fixed Price award, under the authority of FAR Overhaul 12.102(a) to Milspray LLC, using FAR Overhaul Part 12 procedures. The Commander, Fleet Air Western Pacific (CFWP) Detachment Aircraft Intermediate Maintenance and Aviation Division (AIMD) Guam requires specialized corrosion control, prevention, and treatment services for military vehicles and equipment stationed at Andersen Air Force Base, Guam. Milspray LLC is the single, known commercial entity on Guam that has the specialized capabilities, facilities, and trained personnel required to perform military-grade corrosion control required in accordance with the Performance Work Statement (PWS). A draft PWS is attached. This is not a Request for Competitive Quotation. Rather, this is a Notice of Intent to make a sole source award to Milspray LLC. However, interested parties may submit a capability statement (no later than, 28 August 2026, 09:00 AM (Japan Standard Time)) by email to BOTH Sabrina Melsior and Patrick Collins at sabrinanicole.e.melsior.civ@us.navy.mil and patrick.p.collins.civ@us.navy.mil. Responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Interested vendors must be registered in the System for Award Management (SAM) at https://sam.gov. Oral communications are not acceptable in response to this notice.
