The purpose of this amendment is to extend the proposal due date and notify prospective offerors that Amendment 0004 will be issued imminently with corrected solicitation documents. PROPOSAL DUE DATE The proposal due date is changed from August 18, 2026 at 2:30 p.m. EDT to August 28, 2026 at 2:30 p.m. EDT. No proposals are due on August 18, 2026. Except as expressly amended herein, all other solicitation terms and conditions remain unchanged. Offerors shall acknowledge receipt of Amendment 0003 in accordance with the solicitation instructions. END OF AMENDMENT 0003 CONTINUATION LANGUAGE ================================================================================================= The purpose of Amendment 0002 is to provide the Governments responses to industry questions; revise the Performance Work Statement and Quality Assurance Surveillance Plan; revise the quotation, pricing, Technical Approach, transition, and evaluation requirements; incorporate FAR 52.219-14, FAR 52.222-49, and Service Contract Act Wage Determination No.2015-4157, Revision No. 32, dated July 30, 2026; provide a mandatory Vendor Price Sheet; and extend the quote submission deadline. A. Quotation Due Date The quotation submission deadline is extended from August 17, 2026, at 2:30 p.m. EDT to August 18, 2026, at 2:30 p.m. EDT. B. Industry Questions and Government Responses Exhibit 1, Industry Questions and Government Responses, is hereby incorporated into the solicitation. The Governments responses apply equally to all prospective offerors. If a response conflicts with an express revision contained in this amendment, the express revision controls. C. Performance Work Statement The original Performance Work Statement, PWS_Off-Site_Base2025, is deleted in its entirety and replaced with PWS_Off-Site_Laundry_Services_Revised_Amendment_ 0002. D. FAR 52.222-49, Service Contract Labor Standards—Place of Performance Unknown (May 2014) (a) This contract is subject to the Service Contract Labor Standards statute, and the place of performance was unknown when the solicitation was issued. In addition to places or areas identified in wage determinations, if any, attached to the solicitation, wage determinations have also been requested for the following: None. The Contracting Officer will request wage determinations for additional places or areas of performance if asked to do so in writing by August 18, 2026 at 2:30 p.m. EDT. Section 4 – Instructions to Offerors Volume I – Factor I – Technical Approach Replace the first paragraph under “VOLUME I – Factor I – Technical Approach” with the following: Solicitation 6923G226Q000026 Amendment 0002 Quotations must include a technical approach in accordance with the PWS that demonstrates the offeror’s understanding of, and approach to, the required off-site commercial laundry services, including pickup, transportation, processing, delivery, student distribution monitoring, quality control, complaint resolution, and the required turnaround times. The technical approach should be 1–2 pages and must not exceed 5 pages. The technical approach must address the minimum requirements below. Retain items 1 through 4. Replace items 5 and 7 with the following: 5. Describe when and how the contractor will record the total daily weight and number of bags processed. 7. Provide documentation demonstrating prior experience performing comparable off-site commercial laundry services, with a summary of projects of similar size, scope, and complexity. Delete all references in the Technical Approach factor to ordering or installing equipment and performing similar repairs. Factor III – Price Insert the following before the existing price-evaluation sentence: Each offeror must provide a completed Attachment 4, Vendor Price Sheet. The total evaluated price is the sum of the base period (CLIN 00001) and each option period (CLINs 00002 through 00004). This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation No. 6923G226Q000026 is issued as a Request for Quotation (RFQ) for Off-Site Laundry Services at the United States Merchant Marine Academy (USMMA). The scope of work includes the contractor will pick-up laundry bags six (6) days a week (Monday through Saturday) from multiple (three) campus locations. Contractor is not responsible for providing laundry bags. Laundry to be processed off-campus (see geographic requirement in section 6) and returned within forty-eight (48) hours. On-campus storage facility (with metal shelves) will be provided by Government. Contractor is responsible for transporting bags down one flight of stairs to storage facility and providing employees to monitor student retrieval of completed laundry. Objective is to eliminate incidents of misappropriated bags by another individual. Freshmen indoctrination program during July requires special schedule of two campus visits per day and twenty-four (24) hour turn-around. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of these provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible small business sources may submit a response, which, if received in a timely manner, will be considered by the agency. The associated North American Industry Classification System (NAICS) code for this procurement is 812320, Drycleaning and Laundry Services (except Coin-Operated), with a dollar threshold below $8 million. Offers received from firms that are not small business concerns will be considered nonresponsive and will be rejected in accordance with FAR 52.219-6, Notice of Total Small Business Set-Aside, which applies to this solicitation. The USMMA seeks a qualified and experienced contractor to perform the one-time comprehensive cleaning and remediation, in accordance with the Performance Work Statement (PWS). The Government will evaluate quotations on an acceptable/unacceptable basis to determine whether the offeror meets the requirements of the Performance Work Statement (PWS). Evaluation will be based on the offeror’s demonstrated technical capability to perform the required services and its past performance on projects of similar size, scope, and complexity. Award will be made to the responsible offeror whose quotation is determined to be technically acceptable and represents the lowest evaluated price. Quotations determined to be technically unacceptable will not be considered for award.
