COMBINED SYNOPSIS/SOLICITATION - COMMERCIAL SERVICES Solicitation Number: W912L9-26-Q-9002 Document Type: Request for Quote (RFQ) Subject: INARNG Marketing Program Support Product Service Code (PSC): R701 – Support- Management: Advertising NAICS Code: 541810 – Advertising Agencies Small Business Set-Aside: 100% Small Business Set-Aside (IAW FAR 19.502-2 (b)) Contract Type: Firm-Fixed-Price (FFP) NOTICE OF SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote (RFQ); quotes are being requested and a written solicitation will not be issued. SCHEDULE OF SERVICES (CLIN STRUCTURE) The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to implement the INARNG Marketing Program for the Recruiting and Retention Battalion (RRB) of the Indiana Army National Guard (INARNG) in accordance with the attached Performance Work Statement (PWS). CLIN 0001 (Base Year): Marketing Program Support Services Period of Performance: September 29, 2026 – September 28, 2027 Quantity: 12 | Unit: Month CLIN 1001 (Option Year 1 - Advertising Option): Media Strategy, Purchase, and Placement (Reference PWS lines 5.11, 5.11.1, and 5.11.2) Period of Performance: January 04, 2027 – September 28, 2027 Quantity: 150 | Unit: Operating Units | Not to Exceed (NTE) $150,000.00 DESCRIPTION OF REQUIREMENTS A detailed description of the services, deliverables, and performance standards required under this solicitation is located within the accompanying Performance Work Statement (PWS) attached to this posting. SUBMISSION REQUIREMENTS & INSTRUCTIONS To be considered for award, interested offerors must submit a complete quote package via email. There are no formatting requirements. All packages must contain the following: PART A: TECHNICAL & PAST PERFORMANCE PROPOSAL Technical Approach: A detailed description of the work to be performed, demonstrating the contractor's capability and plan to meet the requirements of the PWS (including campaign management, market research/GIS analytic studies, recruiting location management, digital asset management, and training). Past Performance: Evidence of a demonstrated record of successfully delivering similar services on time and to customer satisfaction. PART B: PRICE PROPOSAL Detailed pricing information for CLIN 0001 and CLIN 1001 as described in the CLIN structure above.
