NOTICE TO INDUSTRY: In accordance with PGI 205.1, effective October 1, 2026, unless an exception applies, contracting officers must use the Solicitation Module within the Procurement Integrated Enterprise Environment (PIEE), accessible at https://piee.eb.mil, for publishing unclassified solicitations and for receiving offers and quotes. Exceptions. The Solicitation Module may be used, but is not required, for (A) Requests for offers or quotes when limiting competition to a single source; (B) Actions using simplified acquisition procedures; (C) Actions using emergency acquisition flexibilities; or (D) Actions to be awarded outside the United States. The Solicitation Module may not be used for the following types of actions until the capability is developed in the Module: (A) Broad agency announcements; (B) Requests for offers or quotes for task orders or delivery orders under indefinite-delivery type contracts, blanket purchase agreements, or basic ordering agreements. It is recommended that all vendors take steps now to familiarize yourself with the PIEE Solicitation module. If you are not already registered in the PIEE website, it is encouraged for you to register now. Vendors will need active PIEE accounts in order to respond to solicitations by submitting proposals within the PIEE Solicitation Module.
