This is a combined synopsis/solicitation for commercial services prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 dated March 13, 2026. This requirement is being solicited as full and open competition using FAR (RFO) Part 12 Acquisition of Commercial Products and Commercial Services. The NAICS Code is 336611 – Ship Building and Repairing. The solicitation number is 6923G526Q0051. **NOTE: Quoters must be registered in SAM.gov and have an active registration at the time of this solicitation closing. SCHEDULE OF SUPPLIES/SERVICES: See Attachment B –Pricing Sheet. DESCRIPTION OF WORK: The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement to complete a drydocking and American Bureau of Shipping (ABS) Classification Society first 5-year special periodical associated surveys of the marine motor vessel (M/V) “Seaway Guardian.” This will include the drydocking of the vessel, ABS special periodical hull, machinery, and automation surveys, renewal of load line, IAPP, and IOPP certification as well as additional maintenance, steel work, and coating renewal. The work shall be completed at the contractor’s marine maintenance and repair facility (shipyard). All in exact accordance with this solicitation and attached Statement of Work (SOW). CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The contractor shall begin performance within 30 calendar days and complete within 60 calendar days after receiving the Notice to Proceed (NTP). It is expected that the notice to proceed will be issued in September 2026. PLACE OF PERFORMANCE/ACCEPTANCE: All work is to be completed at the contractor’s marine maintenance and repair facility (shipyard). The place of performance must be a marine maintenance facility geographically located within the Great Lakes / St. Lawrence Seaway system. QUESTIONS DUE DATE: August 25, 2026, 2:00PM EST.
