Statement of work, as posted

The Naval Air Warfare Center-Aircraft Division (NAWCAD), at Patuxent River, MD is issuing a four-year, 364 day competitive, Firm Fixed Price (FFP), full and open solicitation, for the services necessary to provide Contractor Owned Contractor Operated (COCO) Helicopter services in support of the Pacific Missile Range Facility (PMRF), Kauai, Hawaii (HI) and the Hawaiian Operating Area (OPAREA). Tasking for the Contractor Owned Contractor Operated (COCO) helicopters will include but is not limited to target recovery, visual surveillance, range clearing, transport of military/Government personnel to/from shore facilities, movement of hazardous material (ordinance), and when required, firefighting support. The contractor shall provide flight crews with the requisite skills for the required tasking. The contractor shall operate aircraft from Barking Sands, Kauai, HI. ELIGIBILITY The Product Service Code (PSC) for this requirement will be V121 (Transportation/travel/relocation- Transportation: Air Charter).The North American Industry Classification System (NAICS) is 481219 - Other Nonscheduled Air Transportation. CONTROLLED UNCLASSIFIED INFORMATION (CUI) Certain attachments associated with this solicitation contain Controlled Unclassified Information (CUI). By requesting or accessing these documents, interested parties acknowledge that they will: Use the information solely for the purpose of responding to this solicitation Safeguard the information from unauthorized disclosure Not distribute, release, reproduce, or disclose information outside their organization without prior written approval from the Government Ensure any internal personnel accessing the information understand these restrictions Vendors requesting access to the controlled documents must acknowledge acceptance of these conditions in their request. The documents/attachments marked as "CUI" within Section J will be distributed via DOD SAFE. To request access, email the Contract Specialist, Sherona Thomas, Sherona.thomas.civ@us.navy.mil and the Contracting Officer, David Silverstone, David.s.silverstone.civ@us.navy.mil. The request email must include a statement acknowledging that the requester has read, understands, and accepts the conditions for access, use, safeguarding, and non-disclosure of CUI documents described above. Prior access granted under any previous notice does not carry over and vendors must submit a new request for access. Email CS and CO mentioned above with any questions. SUBMITTAL INFORMATION This RFP is being released via the Solicitation module within the Procurement Integrated Enterprise Environment (PIEE). Questions related to the Solicitation shall be submitted directly in the PIEE module using the "Post a Question" feature. Questions are due NLT 1200 EDT 28 August 2026. Proposals are due via PIEE NLT 1200 EDT 14 September 2026. The Government is under no obligation to award a contract as a result of this solicitation. No funds are available to pay for preparation of responses to this solicitation. Any information submitted by respondents to this announcement is strictly voluntary. ADDITIONAL NOTES Revolutionary FAR Overhaul (RFO) - The RFO updates as of 30 June 2026 have been incorporated into this RFP.
