Statement of work, as posted

This announcement constitutes a Request for Proposals (RFP) in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 "Acquisition of Commercial Products and Commercial Services", and supplemented by RFO Part 15 "Contracting by Negotiation". The Government anticpates award of a commercial service contract with a period of performance (PoP) specified per task in the Performance Work Statement (PWS). Award will be made based upon a best-value tradeoff process in accordance with Department of Defense (DOD) Source Selection Procedures. Please note all RFP amendments or other publicly releasable information will reside within this announcement in the Contract Opportunities section of SAM.gov. To be eligible for award, Offeror must be registered in SAM.gov. No paper copies of the RFP will be issued. No paper copies of proposals will be accepted. Offerors are responsible themselves to check SAM.gov for amendments to this RFP. Questions should be addressed to the Points of Contact for this notice. Questions sent directly to technical POCs listed in the PWS will not be answered. The Government will consider all correspondence submitted prior to the deadline for questions, but will not issue individual responses. No questions will be accepted via telephone. No individual meetings with offerors will be scheduled. Voicemails or requests for meetings will not receive a response. See the attached solicitation and supporting attachments for additional information. Other than Small Business Offerors must submit both a Small Business Participation Plan - SBPP's are evaluated under the evaluation factors for award, and a Small Business Subcontracting Plan - The subcontracting plan will be incorporated into contract if selected for award. Small Business Offerors must submit a Small Business Participation Plan only. SBPP's are evaluated under the evaluation factors for award. Amendment 001 is to add the Performance Work Statement which was missing from the original post. Amendment 002 is to add the Answers to Questions, a revised Performance Work Statement and a revised Instructions to Offerors.
