Intent to Sole Source Omnicell, Inc. VAMC Palo Alto Health Care System Support Services Renewal Procurement Type: Open Market (Non-FSS) Period of Performance: September 1, 2026 July 31, 2027 Estimated Value: $324,618.25 (Grand Total) The Department of Veterans Affairs, VA Palo Alto Health Care System (VAPAHCS), intends to award a sole source contract to Omnicell, Inc., the original equipment manufacturer (OEM) and sole provider of proprietary Support Services for Omnicell automated supply dispensing equipment across the Palo Alto campus. The required Support Services beginning September 1, 2026, through July 31, 2027, billed monthly, and include OEM support for multiple Omnicell XT and AUX Supply dispensing systems. These services consist of OEM maintenance, software license support, remote server access components, and proprietary modules not offered under Omnicell s Federal Supply Schedule. The quote notes that continuation of Support Services requires an open market purchase order, as the items are not available under Omnicell s FSS contract. Omnicell is the only source capable of providing these services due to exclusive OEM control over software, firmware, hardware components, server access keys, and certified maintenance. No authorized third party providers exist with the ability to service or maintain the XT series supply dispensing systems. Service gaps would result in reinstatement fees and risk operational disruption as noted in the manufacturer s renewal documentation. Instructions for Interested Respondents Although the VA intends to solicit and negotiate solely with Omnicell, interested parties that believe they can meet the Government s proprietary requirement may submit a capability statement. Responses must, at minimum, address the following questions and include supporting documentation: Required Questions for Respondents: Can your company provide OEM equivalent maintenance, support, software updates, and proprietary license coverage for Omnicell XT and AUX Supply automated dispensing systems? Can your company demonstrate authorization from Omnicell to service, support, or maintain these systems, including access to proprietary firmware, licenses, and server integration components? Can your company provide uninterrupted coverage beginning September 1, 2026, without service gaps or reinstatement fees? What experience does your company have in supporting Omnicell equipment at VA medical centers or similar large healthcare environments? Required Supporting Documentation: Proof of OEM certification or authorization, if applicable. Evidence of access to Omnicell proprietary parts, software keys, firmware, and server support resources. Demonstrated past performance supporting Omnicell automated dispensing systems. Technical capability statement showing ability to fulfill all requirements identified in Omnicell. Any other documentation showing the ability to meet or exceed OEM standards for maintenance and support. Response Instructions Responses must be submitted by the date indicated in this notice. The Government will review all submissions solely for the purpose of determining whether a competitive opportunity exists. This notice is not a request for quotes, and no solicitation is available.
