Environmental and Cultural Compliance Support for Klamath Project A Canal Corrective Action Planning and Feasibility Project The U.S. Bureau of Reclamation (BOR), Interior Region 10, California-Great Basin, Division of Acquisitions, Sacramento, CA is seeking interested vendors to assist Klamath Basin Area Office in achieving regulatory compliance requirements for the A Canal Corrective Action Planning and Feasibility Project. Compliance activities will be associated with, but not limited to the following: National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA), Bald and Golden Eagle Protection Act (BGEPA) Migratory Bird Treaty (MBTA), Clean Air Act (CAA) and Clean Water Act (CWA), and other applicable environmental policies, laws and regulatory processes for continued operation of the Reclamation’s Klamath Project. Specific components of the anticipated support activities include: - Environmental Assessment (EA)/ Environmental Impact Statement. Compile and integrate results from A Canal appraisal study to develop narrative descriptions of proposed alternative for inclusion in a programmatic NEPA document or feasibility report. Develop a programmatic EA and associated FONSI - NHPA Compliance Support. Perform field investigations, background research, inventory work plan, and execution of archaeological fieldwork to identify archaeological resources in designation project areas. - Biological Evaluations (BE). Develop a BE that analyzes the potential effects of the proposed action alternative on listed endangered or threatened species, and/ or proposed candidate species, and their designated critical habitats. - Administrative and Project Management Support - Coordination and Logistical Support - Technical and Editorial Support - Literature Review and Reference Management - Contractor Safety Program *Additional details regarding the efforts are provided in the attached draft Performance Work Statement. Notice Number 140R2026Q0112 has been assigned to this requirement and should be referenced on all correspondence regarding this announcement. Firms which can provide these services must submit written notice to the Contracting Office and must provide evidence in sufficient detail that demonstrates the respondent’s ability to meet the stated requirement. Firms shall state previous experience of the same or similar scope, capability level (as a prime or subcontractor), personal qualifications, and so forth. Respondents are encouraged to identify suitable contract type, appropriate pricing arrangements, etc. for this requirement. Responses shall include the firm’s SAM.gov Unique Entity ID (UEID). Firms shall identify their business size (small, other than small, etc.) in accordance with size standards $19M for NAICS code 541620 – Environmental Consulting Services. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR subpart 4.203 of the Revolutionary FAR Overhaul.
