Enclosed is a Request for Quote (RFQ) for Medium Voltage Electrical Distribution Transformer PM. If you would like to submit a quotation, please follow all instructions below. Only one (1) award will be made as a result of this announcement. Quotations are due 21 August, 2026 at 11:00AM EST. Please complete and return the attached Pricing Worksheet and supporting documentation. All quotes and associated documents must be in English. All line items must be priced. Incomplete quotes will not be accepted. Site Visit: A site visit is scheduled for Tuesday, 11 August 2026 at 10:00AM. This will be the only site visit available, and no other alternative dates for site visit requests will be accommodated at this time. All interested contractors must pre-register for the site visit in order to be pre-vetted prior to all visitor arrivals. Follow the attached Site Visit Instructions for registration details. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. The Government intends to award a contract for the full quantities specified in the solicitation. However, the Government reserves the right to award a lesser quantity than specified if it is determined to be in the Government's best interest. Any such reduction will be based on the availability of funds at the time of contract award. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (i) Price (ii) Technical Capability The Government will conduct a price analysis of all quotes received. Through this technique, the Government will determine whether the price is reasonable, complete and realistic. Medium voltage certifications must be submitted with your quote to allow the government to determine technical merit. In addition, all subcontractors must be identified on page 2 of the attached Pricing Worksheet. Failure to provide this information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 32 dated 05/13/2026 applies to this procurement. All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
