NOTICE OF INTENT TO SOLE SOURCE USAF Post-Production Sustainment of the AAQ-13 Navigation Pod Terrain Following Radar (TFR) System 1. General Information Solicitation ID: FA8540-26-R-B002 NAICS Code: 541330- Engineering Services Product Service Code (PSC): R425 - Engineering and Technical Support Services Proposed Contractor: Raytheon Space and Airborne Systems (RTX) (CAGE: 96214) 2. Synopsis & Authority The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Robins Air Force Base, Georgia, intends to establish a sole-source, non-commercial Blanket Purchase Agreement (BPA) with Raytheon Space and Airborne Systems (RTX) for engineering support services required to sustain the AAQ-13 Navigation Pod Terrain Following Radar (TFR) system. This acquisition is conducted under the authority of 10 U.S.C. § 3204(a)(1), as implemented by RFO 6.103-1 (Only One Responsible Source). Raytheon is the Original Equipment Manufacturer (OEM) and is the only source possessing the proprietary technical data, engineering expertise, and specialized test equipment necessary to satisfy the Government's requirement. 3. Description of Requirement The contractor shall provide engineering analysis, troubleshooting, parts obsolescence resolution, software/hardware deficiency corrections, and technical integration support between the F-15E aircraft and the LANTIRN Navigation Pod TFR system. 4. Period and Place of Performance Ordering Period: The Blanket Purchase Agreement (BPA) will establish a single, five (5) year ordering period from the date of agreement establishment. Place of Performance: Performance will occur at the contractor's facility: Raytheon Space and Airborne Systems, 2501 West University Drive, McKinney, TX 75071. 5. How to Respond This is not a request for competitive proposals. However, interested parties who believe they can satisfy the requirement without requiring access to the OEM's proprietary technical data may submit a capability statement. Capability statements must be submitted electronically to the points of contact below no later than fifteen (15) calendar days after publication of this notice.
